Human Resources Compliance Lead
The Human Resources Compliance Lead is responsible for Affirmative Action Plans (AAP) and initiatives that supports diversity, talent acquisition, compensation, and mobility. In partnership with senior HR leaders, internal and external legal counsel, and external consultants, the Human Resources Compliance Lead will analyze employment data of external and internal applicants, new hires, promotions, transfers, and terminations, and identify potential barriers that could lead to discrimination and underutilization of Vets and disabled individuals.
Manage the implementation of Affirmative Action Programs across the U.S. and Puerto Rico
Direct ICF’s response to compliance reviews and other external audits by the U.S. Department of Labor Office of Federal Contract Compliance Programs (OFCCP)
Remain current on federal, state, and local rules and regulations and communicate to leadership any updates in requirements
Develops communication strategy and training programs regarding U.S. compliance and aids progress on diversity initiatives
Implement processes for data collection, auditing statistics and identifying areas for improvement
Work with internal partners to ensure processes and systems are developed with AA/EEO compliance and the business in mind
In coordination with external consultant, prepare EEO-1 and Vets reports and annual recruiting source letters
Research and recommend new recruiting and outreach resources to meet AAP requirements
Prepare reports for management on achievement of AAP goals
Enhance mechanism for tracking Good Faith Efforts
Lead creation of center of expertise on HR compliance matters
Execute special projects, conduct research, and develop appropriate solutions.
Demonstrated ability to effectively communicate complex data with all levels of leadership
Proficient presentation skills
Excellent organizational skills and attention to detail
Strong problem solving and analytical skills
Must be proficient in Microsoft office (Word, Excel, and PowerPoint)
Ability to be flexible and change directions when needed
Minimum 5 years of experience in AA/EO Compliance role or 8 years serving in an HR or AA/EO function
Expert knowledge of Equal Employment Opportunity and Affirmative Action requirements for Federal Contractors
Experience dealing with OFCCP and/or Human Resources partners on EO/AA matters
