HR Generalist - Disaster Management

Join ICF's team in Puerto Rico as our new HR Generalist! You will serve as ICF Puerto Rico's HR point of contact based out of our local office, and play a crucial role in partnering with key stakeholders to support business objectives. In your role, you will advise leaders on Puerto Rico’s HR compliance elements by leading the execution of appropriate projects and actions to help the business achieve its objectives. You will also partner and collaborate with key stakeholders and HR colleagues in delivering and executing HR initiatives.   

 This is an exciting opportunity to join a dynamic and dedicated team that delivers results and helps make BIG things possible. This position is based out of our Puerto Rico office, and fluency in Spanish and English is an essential requirement.

What you’ll be doing….

  • Serve as ICF Puerto Rico's HR point of contact and an advisor for human resource matters, including legal and compliance.

  • Point of contact for ICF Puerto Rico HR as a subject matter expertise in compliance, health & safety, laws, and regulations, compensation, best practices, benefits, hiring, terminations, learning requirements, etc.

  • Understand, integrate, and provide counsel to the business on HR Puerto Rico priorities; ensure programs and initiatives are effectively communicated, implemented, and utilized with minimal disruption and strong client partnership.

  • Develop and implement HR-related content in the form of resources, tools, training, etc., to support the evolving needs of the ICF business.

  • Oversee/collaborate on employee relations matters - collaborate with the business and other HR staff as appropriate to develop resolution strategies when specific ER issues arise.

  • Annual review of ICF Puerto Rico’s employment contracts.

  • Collaborate with the Total Rewards team on benefits administration, including benefits enrollment, payroll deductions, and serving as the POC for the benefits provider in Puerto Rico.

  • Promote ICF's Core Values through HR programs and practices, model personal integrity, drive the importance of ethics and compliance throughout the business, and address related issues timely and effectively.

  • After onboarding the new employees, you will ensure that new hires have ongoing seamless support. Ensuring they complete all necessary documentation and training in a timely manner will enable them to begin their roles on the project without delay or interruption.

  • Serve as the HR point of contact for employees with questions or issues.

Minimum Qualifications:

  • 2+ years of progressive Human Resources experience, including employee relations, benefits administration, and HR compliance.

  • Demonstrated knowledge of HR practices and disciplines, including talent management, performance management, employee/career development, benefits compliance and general support in a broad-based HR generalist role.

  • Working knowledge of Puerto Rico labor regulations.

  • Experience in HR project management, program implementation, and training delivery.

  • Experience delivering training and onboarding. Some development of project-specific training materials may be required

  • Working knowledge of OFCCP and EEO guidelines

  • Bachelor's Degree or four years of additional related experience.

Preferred Skills/Experience:

  • Experience supporting Disaster Recovery or FEMA projects.

  • Experience working with Workday.
