GSA Contracting Manager
ICF is seeking a Contracts Manager with deep knowledge and highly developed technical expertise in contracts administration to administer its GSA Schedules and Government Wide Acquisition Contract vehicles. This individual will work in a highly dynamic environment across the ICF enterprise and provides an opportunity to influence business objectives and strategies. The ideal candidate will have contract management experience, a great attitude, a keen eye for detail, be flexible, and willing to think “outside the box” in a fast-paced environment. The position will be a hybrid position based in Reston, VA and will require intermittent travel to other ICF offices or customer locations.
Key Responsibilities:
Manage and administer diverse portfolio of GSA Schedules, Government-wide IDIQs, and Government Wide Acquisition Contracts. Serve as key Corporate Contracts Manager for these contract vehicles.
Establish collaborative relationships with Government POCs, teammates, and internal performing organizations ensuring successful governance with company policies and guidelines.
Establish effective working, solution-oriented relationships with internal teams including the performing organizations and internal support departments such as contract administration, business development, finance, and accounting.
Serves as the primary POC for GSA Schedule/GWAC audits and provides timely responses to data calls.
Primary interface with the Government and responsible for all payment and reporting requirements, periodic reports, and audits as required by specific contract vehicle.
When necessary, review task order proposals/bids with the internal performing organization in accordance with process of specific contract vehicle.
Develop, update, and deliver annual GSA Schedule and GWAC policy and process training to internal organization.
Reviews TO RFQs and works closely with Contracts colleagues aligned to business unit and pursuit teams to provide guidance and support for task order proposals under the GSA Schedules and GWACs.
Research compliance issues, applicable regulations and laws; and formulate recommendations to business leadership.
Support pursuit of new GSA IDIQs.
Develops and maintains internal and external customer relationships.

Basic Qualifications:
Bachelor's degree with 8 years of experience in contracts administration, or a master's degree with at least 7 years of experience in contracts administration, or a high school diploma with at least 12 years of contracts administration experience.
5+ years’ experience with GSA Schedules, Government Wide IDIQs, and Government Wide Acquisition Contracts (GWACs).
3+ years’ experience with FAR Part 8 as related to GSA Schedules.
3+ years’ experience working with different functional areas including program management, finance, accounting, business development, and configuration/data management.
Must be a US Citizen.
Preferred Skills/Experience:
Familiarity contract administration of Schedules acquired via acquisition.
Knowledge of contract finance and proposal pricing concepts.
NCMA or other industry recognized certification in Contracts Management.
Professional Skills:
Strong interpersonal, communication, and time management skills.
Proactive attitude in providing guidance and advice to project teams, as well as to the contracts team.
Ability to work independently and create quality work products to meet timelines with minimal oversight.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is
$111,257.00 - $189,137.00
