Government Compliance Senior Analyst

ICF International, Inc. seeks an experienced Government Compliance Senior Analyst to be a contributing team member in the ICF Government Compliance department.  This newly created position will report to the Government Compliance Senior Manager and support all department efforts in budgeting, forecasting, and actuals reporting of indirect cost rates applicable to Federal Government, State & Local Government, and Commercial clients.  Additionally, the Senior Analyst will assist on other Government Compliance indirect rates, management reporting, external audit support and cost accounting tasks.

Responsibilities:

  • Assist in the compilation and submission of ICF’s annual incurred cost proposals to US Government cognizant agencies
  • Contribute to preparation of ICF’s annual provisional billing rate submission budget and US Government submission packages
  • Support ICF’s annual State & Local Department of Transportation (DOT)  indirect rates schedule preparation, audit, and package submissions to multiple State & Local DOT’s in compliance with guidance promulgated by the American Association of State Highway and Transportation Officials (AASHTO)
  • Assist in monthly indirect rate monitoring and intra-year forecasting efforts including rate monitoring model development/revision, analysis, and variance identification/investigation
  • Support Federal and State & Local government incurred cost, indirect cost rate, Defense Federal Acquisition Regulation Supplement (DFARS) business systems, and contract-specific audits and reviews
  • Utilize multiple financial and reporting systems to perform analytics/reconciliations
  • Research regulatory interpretations on  issues arising from application of Federal Acquisition Regulation (FAR), federal agency-specific FAR supplementals, federal Cost Accounting Standards (CAS), and other relevant federal/state & local cost accounting guidance
  • Interact with various groups within ICF on government compliance and indirect rates matters

Education and Working Knowledge Requirements:

  • Bachelor’s Degree in Accounting or Finance required
  • 5+ years of experience in a Corporate Finance/Accounting role or 3+ years in a US Government Federal contract cost accounting consulting role required
  • Demonstrated federal government contracting indirect rates knowledge and regulatory framework including Federal Acquisition Regulation (FAR) Part 31, the US Federal Cost Accounting Standards (CAS), federal agency FAR supplementals, and general accounting principles/concepts required
  • MS Excel modeling proficiency with hands-on experience creating, modifying, or updating  financial models, reports, and analytics required
  • Critical thinking and strong attention to detail required
  • Strong analytical and organizational skills required
  • Demonstrated knowledge of FAR Part 31 allowable cost and indirect rates in a contracting environment where shared indirect cost accounting pools apply to both government and commercial contracts strongly preferred
  • Strong interpersonal and verbal/written communication skills required
  • Understanding Cost Accounting Standards Board (CASB) Form DS-1 Disclosure Statement development, revision, and application preferred
  • Strong interpersonal and verbal/written communication skills required
  • Deltek Costpoint, IBM Cognos, or other large, project-based Enterprise Reporting Platforms familiarity preferred
  • Strong desire to learn  and apply new concepts in a fast paced, team oriented, client service focused environment is an absolute must
