Financial Analyst – HUD_ Disaster Recovery

ICF is seeking a Financial Analyst who will support government agencies in Puerto Rico on projects that aim to reduce the island’s future disaster risk. As a Financial Analyst, you should have experience with and knowledge of the Department of Housing and Urban Development’s (HUD) Community Development Block Grant Mitigation – (CDBG-MIT) program as well as other applicable federal disaster recovery programs.

The Financial Analyst will work onsite with the Program Manager, senior ICF staff, subject matter experts, and others to assist the client with project management and implementation of infrastructure and resilience related activities to ensure smooth project performance. As such, this position requires you to maintain a complete understanding of all applicable program policies, requirements, and procedures within the established project guidelines and to know the regulatory and statutory compliance requirements for HUD-funded programs.

Key Responsibilities: 

The analyst will be responsible for gathering financial data for the project and developing financial reports.  

  • Support development of monthly reports to ensure project costs are coded appropriately to the project codes.
  • Assist with the forecasting and planning process.
  • Support analysis of actual results against budgets/forecasts and determine variance drivers.
  • Work in close collaboration with on-site Leads and with PMO and project management to support best practices and client policies.
  • Develop weekly, monthly, and quarterly budget/progress reports to be submitted to the client and management team.
  • Support the PMO ensuring accurate information is incorporated into project control tools, techniques and plans.

Basic Qualifications: 

  • Bachelor's degree in accounting or business administration.
  • Experience managing federal funds (preferably CDBG or CDBG-DR).
  • 2+ years of experience working in a similar role, such as accounting or ensuring financial compliance of federally funded projects and programs.
  • Prior experience with FEMA or HUD policies and procedures preferred.
  • Proactive and team player.
  • Excellent written and verbal communication skills.
  • Experience working with accounting database tools like QuickBase or CostPoint.

 Preferred Skills/Experience: 

  • Experience working in a consulting firm, development organization, or public agency
  • Experience with accounting database tools, such as Quick Base or CostPoint
  • Researching and applying federal requirements associated with state and local government financial management using HUD CDBG-DR/MIT or regular CDBG funding
  • Knowledge of similar federally funded disaster recovery and mitigation programs
  • Experience bridging state/local financial systems with DRGR
  • Bilingual (Spanish and English)

  • Excellent verbal, interpersonal and written communication skills.
  • Strong analytical, problem-solving and decision-making capabilities.
  • Team player with the ability to work in a fast-paced environment.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
