Financial Analyst

ICF's Disaster Management team is seeking a Financial Analyst with experience in disaster recovery, public finance, accounting or similar work to support disaster recovery work in Austin, Texas. This is an opportunity to be a part of a project management team that is making a significant impact on behalf of state operations working to optimize disaster grant financial management.
Our functional expertise is in program management, technical assistance, training, performance measurement and evaluation, and program implementation. Clients include states, local governments, and other federal agencies. We often work in close collaboration with ICF experts across the firm on issues related to energy efficiency and green building, infrastructure, disaster planning and recovery, financial literacy, job training, and others. All our work is done in a professional, collegial, and intellectual environment that allows individuals pursue their passions and generate results.
Preference will be given to those located in the Austin, TX area. If 100% remote, willingness to travel approximately 25% depending on role and project needs is a must.
What you will be doing:
• Develop professional expertise of federal grant operations, federal regulations, and federal cost principles
• Challenge processes, find areas of improvement in the client accounting and financial practices that add efficiency and value
• Work in a custom-built disaster recovery database to track federal budgets, project spending, and develop customized reporting tools
• Interact and collaborate with several internal project teams as well as client teams to resolve client issues or address client needs
• Review vendor invoices and federal reimbursement documentation to ensure compliance with federal and state requirements
• Maintain and determine the accuracy and reliability of agency accounting records, such as expenditures, program cost codes, and revenue collection records
• Develop, update, and maintain standard operating procedures (S.O.P’s)
• Report variances and recommend adjustments to accounting data to match actual activity
• Create and provide technical assistance, documentation review trainings, and S.O.P overviews to client teams
• Monitor documentation and financial activity of contracted vendors providing services to various federal grant programs• Evaluate the financial performance of various federal grant programs, provide written analysis on weekly and monthly financial reports and present financial analysis to internal or client teams
Must Have Experience:
• Bachelor’s Degree
• 2+ years of finance experience in Budgeting, Forecasting and/or Accounting
• 2+ years’ experience with Microsoft Excel (including the use of pivot tables and advanced formulas)• 2+ years’ experience working with large datasets or database systems
Preferred Experience:
• 1+ years of experience in disaster recovery or federal grants management experience
• Graduate’s Degree in public administration, statistics, disaster recovery, accounting, finance, business administration, or a related field of study
• Familiarity with Quick Base or Dynamics 365
• Experience working within a Federal, State and/or City financial role
• Knowledge of CDBG-DR or CDBG-MIT
Professional Skill/Experience:
• Expert problem-solving capabilities and ability to learn quickly and apply knowledge to unique circumstances
• Self-motivated; ability to work independently• Excellent writing and presentation skills, with experience writing technical information clearly and concisely

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$58,161.00 - $98,873.00
