Finance and Operations Assistant- Garoua

Job description: 

ICF is seeking a Finance and Operations Assistant for an anticipated USAID-funded malaria project in the North Region of Cameroon, SEMBE II. Stronger health systems require strengthened capacity at the community, sub-national, and national levels. At ICF we intentionally partner with national and international organizations such as USAID, to ensure all global health efforts reinforce self-reliance. ICF has conducted multiple Demographic and Health Surveys in Cameroon since 1991 and has been working in Cameroon on infectious disease projects since 2018.

SEMBE II will support the implementation of health facility- and community-based malaria interventions in the North Region. The team will work closely with the malaria focal points in the North Regional Health Office and the District Health Management Teams to support training, supportive supervision, social and behavior change interventions, monitoring and surveillance, and decision making. The Finance and Operations Assistant will provide finance and operations support for activities within the North Region. Reporting to the Finance and Operations Manager (based in Yaoundé), the Finance and Operations Assistant will be responsible for accounting, procurement, and logistics services. The position will be based in Garoua with travel throughout the North Region and occasional travel to Yaoundé. 

Key Responsibilities: 


  • Support the creation of activity budgets 
  • Create and maintain a financial tracking and filing system for project expenses  
  • Review and process all authorized payments requests for approval  
  • Ensure reconciliations of staff field travel cash advances and banking of any cash returns 
  • Prepare and submit to the Finance and Operations Manager monthly and ad-hoc project financial reports and budget variance analysis 
  • Coordinate monthly requests and disbursement of funds, based on budget and cash flow projections, to ensure the project has all the necessary funds for operations 


  • Coordinate pre-qualification of vendors  
  • Review purchase orders and other relevant procurement documents for correctness and completeness before they are processed and issued to vendors 
  • Review purchase orders and consult with the team lead for approval, prior to issuance within agreed upon thresholds 
  • Liaise with vendors and other service providers and ensure invoices are verified and submitted on a timely basis 
  • Provide guidance to the technical team on procurement compliance requirements  


  • Maintain a risk register to track any risk elements through regular check-ins  
  • Maintain the asset register and ensure it is always up to date, conducting scheduled and impromptu asset verification  
  • Maintain office records such as travel logs, asset lists, and others as needed 
  • Receive office supplies and verify the orders 
  • Collect and distribute in-coming mail, record, and send out all out-going mail 
  • Provide administrative support to the Deputy Chief of Party  
  • Coordinate logistics for meetings and trainings and set up conference room(s), request cash advance for refreshments, and provide other logistics for in-house meetings  
  • Oversee office facilities management, transportation, and logistics, including making necessary arrangements for project meetings, workshops, and trainings 
  • Arrange and confirm appointments  
  • Manage general office services including security, cleaning, transportation, and utilities  

Required Qualifications: 

  • Bachelor’s degree in finance, accounting, or business management 
  • 5+ years providing financial and accounting support to a USAID-funded project 
  • 5+ years of using accounting software packages 
  • 3+ years providing procurement support to a USAID-funded project 
  • 3+ years providing logistics and administrative support 

Preferred Qualifications 

  • Certification or accreditation in accounting 
  • Organized and able to manage multiple tasks simultaneously 
  • Analytical and detailed oriented 
  • Proficient in MS Office applications  
  • Ability to work independently and with teams 
  • General professional proficiency in written and oral English and French
