The outcome? Cleaner air, reduced health risks, reduced greenhouse gas emissions, and energy grid resilience.
ICF is seeking a Program Manager to lead EPA’s Clean School Bus Program. This position includes leading a team focused on tracking applications through review and funding processes; monitoring receipt and accuracy of application documents; monitoring, evaluating, and resolving application issues; preparing application closeouts; and reporting on progress, success, and risks for the program.
What you’ll be doing:
Lead a team of professionals responsible for tracking, assessing eligibility, and finalizing grant and rebate applications throughout the lifecycle including final payment.
Manage workforce including assessment of resource requirements, ensuring employees are successfully onboarded and trained, and guiding the team to meet program requirements.
Evaluate processes, identify and recommend process improvements, and work within a collaborative team environment to implement process solutions during program start-up and ongoing delivery.
Manage the application process in a manner that meets or exceeds required contractual deliverables, including pipeline management and reporting, application processing timeliness and quality, and program financials.
Serve as the client’s primary point of contact for application management programs in the clean energy sector. Respond to the client’s questions, concerns, and comments, as well as be proactive in alerting the client to potential contractual or programmatic issues.
Provide advisory management support services under contracts and task orders, and work with task order managers to manage the contractual elements of all subcontractors and subcontractor work assignments. Develop and implement quality control measures.
Ensure all client key performance indicators are met.
Provide reports required by the client Contracting Officer, invoicing and monthly activity reporting, and program management reviews as requested.
Work collaboratively with business leads and subject matter experts (SMEs) responsible for technical delivery; work closely with task order managers and SMEs to develop and administer task order budgets, commitments, plans and schedules, staffing, and management requirements.
What you must have:
Bachelor’s degree in project management, environmental policy, environmental sciences, business, or related degree.
8+ years of proven experience in program management, stakeholder/customer management, and/or grant management.
Experience within a start-up environment where program elements are undefined.
Ability to nimbly address unanticipated requirements and/or program changes.
Experience managing and leading program teams with high levels of client satisfaction.
Ability to work collaboratively within a matrixed program team, both providing direction to application team and accepting direction/recommendations from SMEs as needed.
Experience in fast-paced dynamic environment with ability to be a hands-on problem solver and leader.
Operational experience with program metrics tracking and reporting.
What we’d like you to have:
MBA, MPP, MS in project management or other related advanced degree.
Experience with electric vehicle programs and/or technologies, especially buses.
Project Management Professional (PMP) Certification.
Exceptional communication skills, both verbal and written to include presentations, editing and proofreading skills.
Previous experience supporting programs in an array of clean energy fields.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$91,384.00 - $155,352.00
