Fair Housing Technical Specialist - On Call

ICF seeks an experienced Fair Housing Technical Specialist to be a contributing member of our technical assistance team leading and supporting capacity building efforts for U.S. Housing and Urban Development and its fair housing partners. In this role you will contribute to the development of innovative, high-quality training products and services to support ICF’s projects. You must be a proactive, team player able to work in a demanding, fast-paced environment with a deep knowledge of the various Fair Housing Acts and related legislation and regulations and the ability to communicate complex information to a variety of audiences to increase their understanding and engagement.

This position is ON-CALL, Part-Time with variable hours; assignments are made on a demand-response basis, so hours are completely variable. We are open to supporting 100% remote work anywhere within the US.

What you'll be doing

  • Contributing to key tasks within the National Fair Housing Training Academy (NFHTA) and collaborating on other Fair Housing work with our federal partner.  Under NFHTA, lead content related to direct grantees and stakeholders in their understanding and implementation of the federal fair housing policies and laws.
  • Drafting written products, tools, and web content shared nationally to support local efforts to address challenges in the enforcement, administration, development and understanding of fair housing.
  • Reviewing products, tools, and web content to ensure compliance with regulations and ensure consistency and accuracy.
  • Providing training and technical assistance on fair housing topics.
  • Managing complex tasks, project timelines and deliverables.

Basic Qualifications

  • Bachelors’ degree in Public Administration, Public Policy, Government, or related discipline or equivalent work experience specific to Federal fair housing policy.
  • 7+ years of direct experience at the grantee level, federal level or with a consulting firm that worked directly with HUD-funded programs, including understanding of the Fair Housing Acts and other related legislation/regulation and exposure to Fair Housing Initiative Programs (FHIPs) and Fair Housing Assistance Program (FHAPs).

Additional Skills

  • Knowledge of, and demonstrated experience in, development of training, including adult learning principles.  Experience providing training and technical assistance specific to Federal fair housing policy is preferred.
  • Demonstrated experience and ability to perform or manage a full range of training and technical assistance related work including the ability to plan, organize, and manage the provision of direct TA services.
  • Willingness to travel on occasion.
  • Knowledge of, or demonstrated experience in, communications and marketing a plus.

  • Excellent verbal, interpersonal and written communication skills.
  • Ability to work with all levels of internal staff, as well as outside clients, project partners and consultants.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Teams).
  • Ability to communicate effectively with both technical and non-technical audiences.
  • Superior technical writing skills including editing ability (writing sample is required with application).
  • Strong organizational skills, superior attention to detail, and ability to meet stringent deadlines.
  • Superior interpersonal skills including professionalism and a collaborative attitude.
  • Ability to be flexible, multi-task, prioritize, work independently, and manage multiple activities simultaneously in a fast-paced, demanding environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is

$88,722.00 - $150,827.00
