Fair Housing Program Manager (REMOTE ROLE)

ICF seeks a Fair Housing Program Manager to be an integral member of our technical assistance team leading and supporting capacity building efforts for U.S. Housing and Urban Development and its fair housing partners.

You must be a proactive team player able to work in a demanding, fast-paced environment with a strong track record in client services and knowledge of the various Fair Housing Acts and related legislation and regulations. You will be responsible for providing strategic direction, leading, and supporting technical assistance activities, engaging local and fair housing subject matter experts (SME), and providing project management services to our federal partner.

We are open to supporting 100% remote work anywhere within the US.

What you'll be doing

  • Leading and coordinating components of the National Fair Housing Training Academy (NFHTA) and collaborate on other Fair Housing work with our federal partner.  Under NFHTA, lead the content related to direct grantees and stakeholders in their understanding and implementation of the federal fair housing policies and laws.
  • Providing advisory and client services to HUD officials to ensure assignments are timely and effective.  
  • Coordinating content development, marketing, and registration and enrollment activities as required for specific projects.
  • Drafting written products, tools, and web content shared nationally to support local efforts to address challenges in the enforcement, administration, development and understanding of fair housing.
  • Leading and managing teams, budgets, project deliverables, and communication with subject matter experts. Overseeing priorities to ensure the completion of projects in an accurate, timely and cost-efficient manner.
  • Performing quality control on all products, tools, and web content to ensure compliance with regulations and ensure consistency and accuracy.

Basic Qualifications

  • Bachelors’ degree in Public Administration, Public Policy, Government, or related discipline or equivalent work experience specific to Federal fair housing policy.
  • 7+ years of direct experience at the grantee level, federal level or with a consulting firm that worked directly with HUD-funded programs, including understanding of the Fair Housing Acts and other related legislation/regulation and exposure to Fair Housing Initiative Programs (FHIPs) and Fair Housing Assistance Program (FHAPs).

Additional Skills

  • Knowledge of, and demonstrated experience in, development of training, including adult learning principles. Experience managing a training academy is preferred.
  • Skills in developing and implementing project/team processes.
  • Strong project and personnel management skills and experience, including experience with a client-centered environment.
  • Knowledge of, or demonstrated experience in, communications and marketing a plus.
  • Willingness to travel on occasion.

  • Excellent verbal, interpersonal and written communication skills.
  • Team player with the ability to multi-task in a fast-paced environment.
  • Ability to work with all levels of internal staff, as well as outside clients, project partners and consultants.
  • Solution-focused with excellent problem-solving skills including the ability to analyze situations, identify existing or potential problems and recommend solutions.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, Teams).
  • Ability to handle multiple priorities.
  • Ability to communicate effectively with both technical and non-technical audiences; and
  • Able to excel in a remote team environment.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is

$88,722.00 - $150,827.00
