Executive Director – Child Welfare (REMOTE)

ICF is growing and we seek an Executive Director who will lead the Child Welfare Information Gateway, - the public-facing information arm of the United States Children’s Bureau (CB). This person will demonstrate expertise in child welfare practice, child welfare content curation, knowledge management and dissemination, and organizational capacity. The Executive Director will set the vision for Child Welfare Information Gateway and will partner with CB to improve access to information that supports effective child welfare practice with a racial equity lens. The Executive Director will leverage new technologies to help child welfare agencies build their capacity to strengthen child welfare practice and will actively partner with other CB-supported technical assistance (TA) providers at the direction of the CB.

Key Responsibilities

  • Providing strategic vision and leadership
    • Promote Child Welfare Information Gateway to the public and federal representatives including but not limited to CB’s federal project officers, central, and regional office representation
    • Provide visionary, strategic, and practical leadership and direction for the project
    • Identify both client and target audience needs to ensure the development and delivery of high quality, effective products and services that are responsive to those needs
    • Supervise the development and dissemination of online training resources and the use of online engagement tools, including social media
    • Ensure that work occurs in a learning environment that utilizes CQI and Quality Assurance
  • Implementing knowledge management services
    • Research and remain current on best practices in information dissemination, access, and consumption including latest and greatest strategies in knowledge management and clearinghouse programs
    • Identify and implement best technology practices related to clearinghouse services and information dissemination
    • Assure smooth flow of information from various sources to available practice information and guidance for the field in digestible formats
  • Engaging and managing client relationships
    • Manage and maintain contractor interface with the senior levels of Administration for Children and Families/Children’s Bureau
    • Serve as a trusted advisor to the client.
    • Act as the primary point of contact for the client and provide prompt, comprehensive responses to all client needs and requests
    • Work closely with CB staff and other CB-funded TA providers to integrate efforts and recommend strategic goals to CB to influence activities of all service components
  • Providing project management involving multiple complex and inter-related tasks
    • Consult with customer and contractor personnel to formulate and review task plans and deliverables, ensuring conformance with program and project task schedules and costs and contractual obligations
    • Establish and maintain technical and financial reports to show progress of projects to management and customers
    • Organize and assign responsibilities to subordinates and oversee the successful completion of all assigned tasks and deliverables
    • Recruit and oversee a pool of staff and experts with specialized skills and or subject matter expertise able to respond to the needs of CB and the field of Child Welfare
    • Manage teams of remote staff and contractor personnel at multiple locations
    • Manage a multimillion-dollar project budget and provide responsible stewardship for all project resources including invoicing and routine program and fiscal reporting

Basic Qualifications  

  • Master’s degree in social work, public administration, communications, information science or related field.
  • 15+ years of professional work experience with at least 5+ years of experience in knowledge management, dissemination, or clearinghouse experience in a human services field  
  • 10+ years of demonstrated experience in Social Work, Child Welfare, Foster Care, Child Abuse Prevention, Self Sufficiency, Social Services or related field
  • Demonstrated familiarity with and knowledge of CB, programs administered by CB, child welfare, and related policies and legislation.
  • At least 10 years of successfully managing large multi-million-dollar projects - that required directing of a wide range of professional staff on multiple simultaneous tasks with extensive expertise and knowledge in:

a) program and fiscal management and technical assistance

b) child welfare and related fields

c) systems database and website development

d) learning management systems

e) technical assistance. 

  • Minimum of 10 years of successful history of managing large, complex projects, (including managing an annual budget of at least $20M) including informational TA design and delivery, capacity building, community partnerships, and program evaluation
  • At least 5 years of demonstrated understanding of federal client relationship building and management in a contract consulting environment.
  • Ability to balance client needs against project budget, while ensuring maximum efficiency of resources and return on client investment
  • Ability to build and maintain strong stakeholder relationships and balance multiple perspectives/needs
  • Exceptional project management skills, with a focus on TA project management  
  • Proven experience in strategic planning, training and technical assistance (T&TA) change management, capacity building, organizational development, clearinghouse, information dissemination, and/or implementation science  
  • Ability to travel to DC to meet with the client and to various conferences as needed
  • Experience developing and managing a diverse hybrid team

Preferred Skills and Experience

  • 7 years of experience in a federal contract environment  
  • 3+ years of successive leadership experience in public child welfare environment  
  • 3+ years of experience working with federal oversight of technology platforms
  • 3+ years of managing large clearinghouse or information dissemination responsibilities for large organizations
  • Strong analytical, problem-solving, and decision-making capabilities  
  • Solid team builder and team player with proven ability to manage competing priorities
  • Ability to multitask and maintain high-quality results in a fast-paced environment  
  • High level of attention to detail and flexibility to adjust to last-minute requests and changing priorities  
  • Excellent verbal, interpersonal and written communication skills; excellent presentation skills  
  • Possess knowledge of and experience with capacity building at the national level  
  • Strong working knowledge of public child welfare practice at the local, State, or national level
