We are looking for evaluators, researchers and project managers to join our European Health Policy team within ICF that provides evaluation, impact assessment and research services to the European Commission, in particular DG Health and Food Safety (DG SANTE) and its newly established Health and Digital Executive Agency (HaDEA), as well as other European bodies with a similar mandate (e.g. DG REFORM, DG RTD, DG EMPL.). Our current portfolio of projects reflects the diversity of our work in public health, centring on two main focal areas: health preparedness and response (cross border health threats, surveillance and monitoring of health outbreaks) and public health and its determinants of health. Examples of some of our recent projects include evaluations of EU tobacco and smoke free environments, nutrition and alcohol polices & legislation, support studies and impact assessments supporting the implementation of the EU Pharmaceutical Strategy.
The successful candidate will have demonstrated experience in managing large-scale evaluations, impact assessments or scoping studies in European public health policy. Thematic experience in one or multiple sub-domains such as non-communicable diseases, health and medical systems, health preparedness and response is considered an asset. The successful candidate will also have experience with business development and a successful track record in managing or coordinating proposals for public sector contracting authorities. Ideally, the successful candidate will also have a background in qualitative research methods and analysis.
What you’ll get to do:
You will be managing and undertaking research on extremely topical health issues, which feed directly into the EU health policy making process, and that have a direct impact on the health and well-being of the European population. You will play a pivotal role in further developing our portfolio of such studies in the area of European health policy, by working with external policy experts to understand the critical issues at stake, preparing winning project proposals and implementing them for DG SANTE, HADEA and other EU agencies working in this field.
As part of our growing team, you will be responsible for business development as well as project management of studies mainly, but not exclusively, commissioned by DG SANTE and HaDEA. You will be managing more than one project at a time, have line-management responsibility for more junior ICF staff and establish/maintain successful relations with clients and external stakeholders.
The role provides an excellent opportunity to demonstrate strong analytical skills, intellectual leadership, managing skills and report writing skills in helping our public policy clients solve some of the most complex challenges.
Your main responsibilities will include:
Project work
Managing health research and evaluation projects, under supervision of a project director, and managing day-to-day client relationships
Managing project teams to implement various projects, and provide intellectual leadership and steering on a day-to-day basis, assigning work to team members, and supporting on methodological aspects
Conducting mixed-methods research through document reviews and field research (interviews, focus groups, surveys), and reviewing the team’s inputs
Conducting qualitative and quantitative analysis (experience with Excel is essential, NVIVO, SPSS, STATA, etc. is an advantage)
Lead on report-writing and presentations and attend site visits and client meetings
Business development and networking
Being responsible for project proposal development with support from the ICF research teams, and under supervision of the proposal director
Conceptualising and drafting methodological approaches and analysis for our main health-oriented project proposals, as well as being able to quality review proposal inputs from the ICF research teams
Plan business development activities in view of increasing our understanding of the European health policy area, growing our portfolio of projects, and our network of partner organisations
Collaborating closely with other project teams across ICF, external partners and stakeholders, in view of developing our European health policy work
Staying up to date on the latest health issues and priorities, with the aim of foreseeing possible support studies to be developed
Desirable experience and competences:
Relevant professional experience of a minimum of 3 years (Researchers), 5 years (Senior Consultants) or 8 years (Managing Consultants) within the context of developing, managing, and implementing projects in European health policy
Demonstrable knowledge and interest the EU-policy making process, research and evaluation methodologies, as well as European health and social policies
Project management experience, including management of project teams, experts and liaison with the client
Demonstrable business development experience, including leading on successful project proposals
Strong qualitative and/or quantitative analytical skills (experience in evaluations, impact assessments and feasibility studies preferable)
A Master’s degree in political or social science, public policy or a related discipline; a health-related degree will be considered a strong asset
Excellent written (including editing and proofreading skills) and oral (fluency in English and at least one other European language) communication skills

Excellent time management skills, with an ability to be flexible to handle multiple priorities, and manage a varied workload to achieve agreed deadlines without compromising quality or standards

Highly motivated, enthusiastic and positive attitude to problem solving
Ability to take initiative and work without close supervision, with high-level of attention to detail
Interested in developing ICF presence in the European health market with its current and future prospective clients
Interested in developing staff on project teams and or under direct supervision.
