Environmental & Planning Divisional Leader - VP

The Environment & Planning Division Leader will play a critical role in developing/refining ICF’s go-to-market strategy and operating model to reflect our existing portfolio of projects, skillsets, and geographic footprint. This is an outstanding opportunity to integrate ICF’s deep technical expertise in water, energy, and transportation environmental issues with complementary expertise in adjacent areas, such as climate planning, disaster management, international development, equity, and advisory consulting. The new leader will bring the best of what ICF has to offer to new clients and new markets and help us innovate as we deliver our core services to new clients in new geographies.
This position can be located anywhere in the US and will report to the Executive Vice President, Group Leader of our 2,500 employee Energy, Environment, and Infrastructure (EEI) Operating Group. The Division Leader will work with Line of Business leaders overseeing different regions of the US for a Division consisting of 400 full-time employees and approximately 300 on-call resources.

Key responsibilities include:
Oversee business operations and financial management for a profit & loss center of >$100M.
This leader will partner with the Division Business Manager, EEI Operations, and EEI Finance teams for revenue and margin forecasting, budgeting, and financial tracking of operational expenses.
This leader will partner with the EEI Business Development and EEI Strategy functions to chart the course for continued expansion and sustainable growth.
This leader will support the resource modeling of new service offerings, and associated investment analyses.
Working with HR, this leader will develop and implement comprehensive staffing, recruitment, and compensation strategies to promote professional development, ensure quality feedback and career guidance, retain quality staff, and balance costs with profitability.
This leader will ensure front line managers have the operational, financial, and business skills needed to effectively manage our contracts.
Support, analyze, and manage contract performance risk management and client satisfaction efforts.
Identify gaps in ICF’s E&P capabilities and play a strategic role in developing approaches to addressing them (including specific strategic hires, acquisition targets, etc.).
Where appropriate, lead/support potential M&A activities by driving due diligence, business, and financial analysis of the integrated entity.
Understand and evolve stakeholder requirements, operations, and programs into new ICF engagements and relationships and demonstrate to clients how ICF can resolve their most challenging problems.
Work collaboratively with other corporate resources and peers in EEI to achieve the company’s growth targets and objectives.
Professional Experience/Qualifications:
Minimum Qualifications:
Possess a minimum of 15+ years of experience leading Environmental Planning and Services as it relates to infrastructure (water, energy, transportation).
At least 10 years’ experience providing quality control and P&L responsibility.
BS or BA degree required; an advanced degree is preferred.
Preferred Experience and Skills:
Proven success leading stand-alone $50M+ P&L for gross revenue, service revenue, gross margin, and utilization.
Demonstrated success in working closely with cross-functional teams, senior leaders, and clients to achieve desired results, with a focus on improving the whole, not just the parts.
Demonstrated ability to navigate staff through organizational change; change management experience and examples in the consulting context would be most compelling.
Demonstrated examples of collaborative leadership style that maximizes transparency and credibility.
Demonstrated bias towards action, with an orientation toward solving rather than simply identifying problem areas.
Apply a strong client-focused perspective as a driving force behind business decisions.
Serve as a critical thinker who gathers and analyzes information from a variety of sources, develops and tests solutions to complex problems and leads by doing rather than delegating.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$214,432.00 - $364,534.00
