Economics Analyst

Economics Analyst (Cambridge, MA, Fairfax, VA or Durham, NC location)

ICF’s Regulatory, Policy and Economics business portfolio supports primarily public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We estimate the costs, benefits, and economic impacts of regulations, policies, and programs. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Environmental Protection Agency, Department of Transportation, Department of Homeland Security, Department of Labor, Department of Interior, and the Nuclear Regulatory Commission.

What You Will Be Doing:

As Economics Analyst, you will work within an interdisciplinary team conducting applied research and providing consulting services in support of national-level programs focused primarily on addressing a range of environmental, safety, and natural resources management issues. You may also work on environmental justice, energy, and other policy issues.

You will lead research and quantitative analyses and conduct regulatory and policy analyses for our clients. Your duties may include analysis and synthesis of economic and resource valuation literature, cost-benefit analyses, statistical/econometrics and other quantitative analyses, development of analytical methods, databases, and models, as well as other program support. The bulk of your work will be on domestic regulatory issues, on topics related to environmental quality, transportation safety, risk management, and human and ecosystem health.

You will work in collaboration with senior and junior staff. You will also have direct contact with clients and will contribute to expanding our business.

What you need to be a successful candidate for this role:

  • Master’s degree in economics, resource/environmental economics, public policy, or a related discipline with an outstanding academic record. Some experience in a consulting and/or applied research setting is preferred.
  • Course work in economics, environmental/resource economics, finance, statistics and econometrics is required. Course work in biology, physical and/or environmental sciences is a plus.
  • As this is a client-facing role, excellent oral and written communication skills are essential.
  • We need someone who works well on teams.  You need to be flexible and able to work in a fast-paced environment.  We hire problem-solvers with strong analytical skills that have a high level of attention to detail and a demonstrated ability to apply a variety of technical skill sets to complex problems.
  • Demonstrated skills (through employment or academic coursework) in the following areas are preferred: Policy and regulatory analysis methods; Working with economic, environmental, and/or survey data.
  • Proficiency using data analysis and statistical software packages such as R, Python, SAS, or Stata.
  • Knowledge of issues of environmental and natural resource regulation and policy, particularly as pertains to programs under the Clean Water Act, Safe Drinking Water Act, and other federal laws is also a plus.
