Economic Analyst

The Regulatory, Policy and Economics business at ICF supports primarily public-sector clients in the full range of economic and policy activities. We estimate costs and benefits, as well as the economic impact of regulations, policies, and programs. We also evaluate program effectiveness. We work with virtually all federal agencies; key clients include the Department of Homeland Security, Department of Transportation, Department of Labor, the Environmental Protection Agency, Department of Interior, the Nuclear Regulatory Commission as well as other federal, state and local agencies, and select non-profit and private-sector clients. 

ICF seeks an early career Economic Analyst to support the growth of our expanding Regulatory, Policy and Economics Practice.

In this role, you will work with an interdisciplinary team of policy analysts, economists, attorneys, business analysts, environmental scientists, and engineers conducting applied research and analysis in support of federal programs focused primarily on addressing a range of policy issues, including transportation, homeland security, energy, climate, environmental and resource management issues, and labor, among others. Your expertise in economics, research, and sound objective analysis will lead to meaningful impacts on high profile policy-making activities.

The successful candidate will have strong quantitative skills necessary for supporting program evaluation, economic impact analysis, and cost-benefit analysis, with equally strong research, policy analysis, and writing skills to contribute to policy papers and technical background documents.

This role will be located in Fairfax, VA (in a hybrid model), but other locations may be considered (e.g., Cambridge, MA; Durham, NC).

Key Responsibilities:

  • Significantly contribute to projects analyzing economic impacts of policies across a variety of federal government clients.
  • Support economic and regulatory impact analysis, and program design and evaluation.
  • Develop analytical methods, databases, and models to support policy analysis and general program support.
  • Conduct and document comprehensive data analytics, research, and analysis.
  • Provide verbal and written progress updates to project teams.
  • Review literature and other technical reports, and draft presentations.
  • Develop recommendations and interact regularly with clients. 

Basic Qualifications:

  • Master’s degree in Economics, Public Policy, Environmental Science, Urban Planning or similar.
  • 0-2 years of related professional or internship experience.
  • U.S. Citizenship required per federal contracts
  • Ability to obtain and maintain a high-level government clearance

Preferred Qualifications:

  • Proficiency in Excel and SAS, STATA, R, or Python preferred
  • Experience with IMPLAN and R
  • Prior published papers
