Early Childhood Systems Building TA Specialist- REMOTE
ICF’s Early Education Services Line of Business seeks a Preschool Development Grant Birth to Five (PDG B-5) Systems Building TA Specialist who will work with PDG B-5 grantees (states and territories) who are engaged in early childhood systems building. This position is home based anywhere in the United States with between 10 and 25% travel required to provide technical assistance to the assigned states/territories and to attend related conferences and meetings once COVID restrictions are lifted.
The PDG B-5 specialist has a dual role of serving as a subject matter expert to advance systems building that is at the heart of PDG B-5. Multifaceted technical assistance strategies will be used, including the development and delivery of group technical assistance (e.g., meeting/conference presentation and facilitation, communities of practice, etc.); the development and delivery of individualized technical assistance that is customized to a PDG B-5 grantee and the creation of products and resources. To support technical assistance, information gathering, review of materials, analysis, and materials preparation is required.
PDG B-5 grantees work includes execution of a strategic plan that supports the early childhood workforce, enhances parent choice, and expands current mixed delivery system consisting of a wide range of provider types and settings, including child care centers and home-based child care providers, Head Start and Early Head Start, state pre-kindergarten, and home visiting service providers across the public, private and faith-based sectors.
- Serve as a PDG B-5 lead subject matter expert and technical assistant in the development of early childhood systems.
- Research, develop, prepare and disseminate written resources and products to advance system building, policy and practice of early childhood systems work.
- Plan for and deliver targeted group technical assistance (e.g., workshops, communities of practice, work groups, etc.) focused on systems building in early childhood.
- Plan for and deliver tailored, individualized technical assistance connected to systems building to states and territories.
- Assist in the planning of an annual convening of PDG B-5 grantees; communicate with states to encourage presentations and participation in the convening; facilitate breakout sessions and state team meetings.
- Develop and maintain positive, results-oriented relationships with federal, state and territory early childhood agencies and partner organizations, early childhood technical assistance system partners and other stakeholders.
- Engage with states and territories to meet their goals for planning and implementation of efforts for equitable early childhood system building through strategic planning, results-based facilitation, active listening, analysis, strategy, resource and policy development, and reflective thought partnership.
- Provide technical assistance and consultation in a manner that is responsive to state, territory and tribal needs; meets states, territories and tribes where they are; uses a relationship-based approach that includes consultation, coaching, mentoring, etc.; incorporates evidence based facilitation, active listening and cultural humility; incorporates analysis, data, strategy, resource provision, research, and reflective thought partnership; identifies outcome as well as partnership responsibilities of states, territories and tribes as well as TA staff, co-creating plans and activities; incorporates a systems building perspective; incorporates one or more dimensions of capacity building; establishes and uses communication protocols; and incorporates continuous quality improvement from evaluation data and other feedback loops into the work.
- Engage in collaborative strategic planning and implementation of efforts for early childhood system building.
- Develop and facilitate peer linkages between states and/or territories as relevant to the system building goals and desired outcomes.
- Participate in the delivery of TA as needed to a variety of early childhood stakeholders including national and state level child care, Head Start and state prekindergarten stakeholders.
- Coordinate the logistics, develop the agendas, and facilitate calls and meetings
- Support the alignment of TA plans developed by various TA partners
- Participate in national workgroups and task forces as assigned.
- Participate in presentations at national meetings, webinars, and conferences.
- Proactively contribute to the overall systems building resource strategy.
- Stay abreast of the latest trends, research, tools and resources that support early childhood system building.
- Enter data on TA planning and provision within required databases, adhering to established timelines and protocols.
- Participate in regular team meetings and calls.
- Bachelor’s Degree in Early Childhood Education, public administration, public policy, or relevant field
- 12+ years of relevant experience to include:
- Experience with state systems building, especially as a technical assistance provider.
- Experience with content knowledge related to state early childhood system building such as mixed delivery systems for early childhood, workforce development and compensation, financing of early childhood systems, publicly funded early childhood system implementation and operations, early childhood governance, quality improvement efforts including Quality Rating and Improvement systems, early learning guidelines, child assessment, child care, Head Start, State prekindergarten, home visiting, early childhood mental health, integrated early childhood data systems and other early childhood programs and initiatives
- Experience with equitable systems, more connected communities, and relationships with people from various economic and geographic backgrounds.
- Experience facilitating systems-based conversations and designing inclusive learning environments with large and small groups
- An orientation towards creativity and innovation in supporting states in systems building
- Collaboration and partnership experience across early childhood development systems, including state and federal stakeholders
- Extensive experience with the development of early education and early childhood materials and high-quality written products, such as TA tools, presentations, handouts, issue briefs, reports, etc. including materials on equity
- Project management that includes leading a group of senior professionals and complex deliverables
- Working with state agencies or partnering organizations specific to early childhood policy development and program implementation.
- Proficient in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint, and Teams ) and other E-learning/Webinar tools (Zoom).
- Familiar with online facilitation applications such as Mural, Jamboard, and Padlet.
- Master’s Degree in Early Childhood Education, public administration, or related degree
- State public sector leadership experience
- Experience working with multiple stakeholder groups as a participant, content advisor and technical assistance provider
- Experience as an early childhood consultant, facilitator, and coach
- Experience across the diverse delivery system
- Excellent verbal, interpersonal, and written communication skills.
- Strong analytical, problem-solving, and decision-making capabilities.
- Team player with the ability to multi-task in a fast-paced environment.
- Demonstrated outstanding level of professionalism in providing team support, including ability to exercise good judgment, discretion, tact, and diplomacy.
