The Team

This position is located within the ICF Victim Services – Human Trafficking portfolio, where we develop the professional skills of those who support vulnerable and exploited populations through training and technical assistance, effective management, and leadership institutes. Our training and technical assistance (TTA) is data-informed, supported by evaluation, and adapted based on feedback from those using the materials developed in the field. We also perform collaborative needs assessments, draw from focus groups and learning circles, and rely upon subject matter expertise. Our experts are intentionally diverse and bring on-the-ground experience and responses to individuals and communities who experience mass violence, human trafficking, hate crimes, sexual assault, domestic violence, compassion fatigue/vicarious trauma, community-based violence, and homicide.

The Work

The NHTTAC Director will be responsible for managing the National Human Trafficking Training and Technical Assistance Center (NHTTAC) supporting the development and delivery of training, technical assistance, education and outreach services to the field on behalf of the U.S. Department of Health and Human Services, Administration for Children and Families, Office on Trafficking in Persons (OTIP). Using a public health framework, the NHTTAC Director leads and oversees a team of subject matter experts and consultants to identify and recommend the development of resources, training, technical assistance and literature to support state and local governments, tribal entities, and non-governmental organizations advance their anti-trafficking efforts through service delivery, public awareness and education, outreach, policy and program development, and system changes. The Director is the principle point of contact with OTIP leadership and staff. Through collaborations with OTIP representatives, the Director is responsible for planning, budgeting, and executing the full range of activities for Center.

This person will be responsible for managing Direct Reports, as well as a variety of staff that are matrixed across the contract’s work. This position will work directly with NHTTAC and OTIP staff and NHTTAC consultants on a variety of programs/initiatives to inform policies, practices, products, and research.

Key Responsibilities:

  • Build and maintain a trusted advisor relationship with federal clients, and act as the primary point of contact for the client and provide prompt, comprehensive responses to all client needs and requests.

  • Provide visionary, strategic, and practical leadership and direction for NHTTAC’s delivery of forward leaning, results driven training and technical assistance that are equity focused and reflect NHTTAC principles in implementing a public health response to human trafficking.

  • Identify needs of priority audiences and provide prompt, responsive, and high quality, effective products, and services that are responsive to those needs and reflect adult learning principles.

  • Promote NHTTAC to the public, TTA providers, federal staff, and other federal partners.

  • Lead a geographically dispersed team and provide oversight for multi-faceted TTA work.

  • Ensure that work occurs in a learning environment that utilizes Continuous Quality Improvement, and Quality Assurance.

  • Successfully manage a multi-million-dollar project budget and provide responsible stewardship for all project resources including invoicing and routine program and fiscal reporting.

  • Research evidenced-based approaches and develop publications to help improve policies, practices, and programs.

  • Collaborate with colleagues and partners to incorporate and emphasize the voices of individuals with lived experience to inform planning and implementation of strategic priorities.

  • Engage subject matter experts, including those with lived expertise, to support training and technical assistance, needs assessment, strategic planning, and research and evaluation.

  • Interface and collaborate with internal and external partners, including but not limited to OTIP leadership and staff, Federal partners, OTIP grant recipients, NHTTAC staff, NHTTAC consultants, and ICF colleagues to promote and implement specific strategies.

  • Prioritize and manage multiple, high-profile tasks under tight deadlines.

Required Qualifications:

  • Master’s degree in any field

  • 10+ years experience working in the anti-trafficking or public health sector addressing the needs of vulnerable populations

  • 10+ years experience working with federal clients in the provision of T/TA

  • 10+ years experience in staff management

  • 10+ years experience in facilitating high level meetings, trainings, and focus groups to explore topics and emerging issues with diverse partners

  • Experience developing multidisciplinary T/TA that integrates social services, health care, behavioral, health, and public health professionals to respond to the needs of under-resourced and marginalized communities, including those experiencing human trafficking

  • Experience leading strategic planning and policy development

  • Experience in capacity building and community partnership

  • Excellent verbal, interpersonal, and written communication skills

  • Excellent problem-solving skills with ability to analyze situations, identify potential problems, and proactively recommend solutions

  • Subject matter expertise in designing, implementing, and evaluating T/TA programs for frontline professionals

  • Ability to communicate effectively to technical and non-technical audiences

  • Ability to multi-task and be responsive to evolving needs in a fast-paced environment.

  • U.S. Citizenship required (required by federal government for position).

Professional Skills:

The candidate must demonstrate strong capacity for strategic thinking, leadership, and strong influence within the anti-trafficking field at the national level. The ability to anticipate and analyze challenges from multiple perspectives and apply solution-focused strategies to a variety of issues is essential. The ideal candidate will be able to lead a team that is collaborative and cohesive team, working across multiple projects with varied interaction with one another. The candidate must possess exemplary interpersonal skills, with the demonstrated ability to work collaboratively with staff at all levels of the client organization, including the highest levels of Federal and State leadership.

The candidate must demonstrate the ability to work well in a fast-paced environment and plan, manage and complete multiple, high-profile tasks under critical timelines.  Adaptability and being able to demonstrate effective stress management and emotional intelligence for themself and the team is critical. The candidate must show a high degree of commitment to accuracy and detail and be able to adapt to different management and work styles.

This position is remote in the Washington, DC metropolitan area, with occasional travel, as determined by NHTTAC and OTIP.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$125,443.00 - $213,252.00
