Director, Purchasing

ICF’s Contracts & Administration (C+A) Group is seeking an experienced Purchasing Director who will develop an effective strategic sourcing plan that supports ICF’s growth and strategies and delivers the best outcome for our internal and external clients. In this role you will lead a team of procurement professionals, with varying levels of experience, performing purchasing transactions to acquire direct-charge goods and commercial services as well as indirect-charge goods and services across the organization. You will mentor the team to facilitate successful career growth and ensure consistent team success with daily tasks and initiatives.
To be successful in this role, you will demonstrate a proven ability to coordinate and manage collaborative efforts across the organization in fulfillment of the Procurement Team’s mission to serve as a business partner to internal customers and external partners and providing comprehensive procurement expertise on all Purchasing initiatives. You will have significant prior experience in the administration of both U.S Federal Government as well as State, Local, Commercial, and International procurement activities, utilizing all contract types.
This position can be based in any of our ICF Office's or 100% Remote.
Key Responsibilities:
Oversee purchasing administration/management in a hybrid Federal Government, Commercial, and International contracting environment to include front-end proposal support, sourcing and soliciting potential vendors, contract negotiation, award, and administration through procurement closeout
Manage a team of Buyers performing day-to-day purchasing transactions with an emphasis on coaching to support skill building and career development
Ensure compliance with company procurement policies and procedures, contractual requirements, and all applicable Federal, State, and Local Government procurement regulations and laws
Partner closely with Operations teams, Corporate Business Services (CBS) stakeholders, and other Procurement leaders to develop tailored procurement tactics and lead scalable strategic initiatives that enhance business outcomes
Assist with vendor issues resolution and provide guidance to departmental senior management to mitigate impact and risk
Develop negotiation strategies to secure best value deals in support of US Government, Non-Federal, Commercial, State, and Local Prime contracts as well as indirect procurement actions
Contribute to company-wide strategic initiatives and support effective implementation and change management to drive ICF’s growth
Contribute to the development of Procurement policies and procedures, forms, and templates to align with company strategy and enable compliance
Basic Qualifications:
Bachelor's degree or higher in Supply Chain Management, Business, Finance, Operations, or a business-related field required
10+ years of relevant experience in a Procurement-related field, such as Subcontract Management, Purchasing, Supply Chain Management or Procurement Compliance, supporting federal, state, and local government clients
3+ years of supervisory experience, with experience managing a geographically dispersed team
Experience supporting purchasing in a "professional services" environment
Possess a solution-focused mindset with collaborative approach for managing complex scenarios and diverse stakeholder groups
Ability to work in a fast-paced environment with high transactional volume
In-depth knowledge of contract types and associated regulations to include time & material, fixed-price, cost reimbursable, and FAR, DFAR, and UCC clauses and special provisions
Demonstrated experience interfacing across multiple organization and program levels with minimal supervision
Proficient in Microsoft Suite (including PowerPoint, SharePoint, Azure DevOps, Project, Word, Outlook) and Deltek Costpoint
Proven ability to be a ‘self-starter’ with excellent leadership skills and enthusiasm
Excellent written and oral communications skills
Preferred Qualifications:
Prior experience supporting readiness activities resulting in a successful CPSR
Certification as a Certified Purchasing Professional (CPP), NCMA CPCM, CFCM or CCCM, or related certification highly desired
