ICF is growing and we’re currently hiring a Deputy Chief of Party/Technical Director for the anticipated five-year, USAID-funded Systems Strengthening for One Health Activity in Bangladesh. The purpose of this five-year project is to strengthen Bangladesh's Global Health Security architecture that will allow early detection of diseases in the animal, human, and environmental interfaces minimizing societal disruption, and prevent avoidable death. The activity will support three key objectives: 1) Strengthen Systems for Multi-Sectoral One Health Governance and Coordination; 2) Strengthen One Health Infectious Disease Surveillance and Laboratory Systems and 3) Reduced Threats of Antimicrobial Resistance. The position is anticipated to be based in Dhaka, Bangladesh beginning on or about October 2023.
Job Description:
The DCOP/TD will serve as the project’s technical leader, responsible for providing the vision and ensuring quality implementation of the project at the global and country levels. The DCOP/TD will act for the COP as needed and carries out any other tasks assigned by the COP to ensure proper management of the activity. The DCOP/TD is responsible for all management and technical subject matter expert of the Systems Strengthening for One Health Activity.
Responsibilities:
Oversee and guide implementation of the Systems Strengthening for One Health technical strategy.
Provide technical direction and oversight to ensure a shared vision for project activities and outcomes, address implementation challenges, and encourage the sharing of best practices and project successes.
Coordinate closely with the project senior leadership team to ensure technical activities have effective operational support and are regularly evaluated and communicated.
Ensure timely submission of high-quality plans, reports, and other deliverables.
Serve as a critical member of the project senior leadership team, mentoring individuals and collaborating closely with other management staff.
Qualifications:
An advanced degree in veterinary medicine, wildlife ecology, microbiology, public health, health administration, or a related field; DVM, MD, or PhD preferred.
Experience managing donor-funded international development programs, preferably with USAID.
5+ years of demonstrated technical expertise in multiple health security sub-sectors including diagnostic and laboratory systems, zoonotic disease, infectious disease prevention and control (IPC), antimicrobial resistance (AMR), risk communication, social behavior change, community engagement and human resources for health (HRH).
Preferred/Desired Qualifications:
Prior expertise in high level health security activities and substantial prior donor collaboration and representational duties is required.
Experience working with national and subnational-level government officials and health providers, and other relevant stakeholders
Advanced communication, writing, and interpersonal skills, including the ability to work successfully in teams and with people of diverse cultural backgrounds.
Extensive experience working in Bangladesh preferred.
Advanced communication and writing skills in English and Bengali.
