Cyber Plans & Programs Analyst

ICF is seeking a cyberspace operations professional, with prior military, civil service and/or contractor experience within HQ Air Combat Command (ACC), and/or 16 AF staff/subordinate units.  Candidate will provide operations support and technical expertise to facilitate the project management of core missions, functions, and the Lead Command duties of HQ ACC regarding Air Forces Cyber (AFCYBER), 16AF, and JFHQ – Cyber AFCYBER.  Duties include support for all traditional elements of A-Staff support within a MAJCOM, coordination from the strategic level to operations level of war.  In addition, there are numerous technical opportunities across the USAF’s cyber weapon systems portfolio.  The work place is at ACC headquarters, Joint Base Langley-Eustis in Hampton, Virginia with temporary duty to Colorado Springs, CO and San Antonio, TX. 

Provides weapon system team management support for defensive and offensive cyberspace weapon system programs.  Assists, coordinates, and provides recommendations on cyber weapon system modernization strategies, and sustainment issues.  Knowledge of and ability to provide inputs for the Strategy, Planning, Programming, Budget, Execution (SPPBE) process.  Assists with the preparation of Joint Capability Integration and Development System (JCIDS) documentation.  Reviews, provides analysis, coordinates, and provides recommendations on 1067s modification documents.  Previous experience working with Program Management Offices.   

Key Tasks to be accomplished:

  • Establish ACC’s Cyber Operations, training, equip mission

    • Focus on Weapon System Management, requirements determination, and conferences focused on the improvement of cyber mission qualification training and readiness

  • Improve, Develop, and Recommend Cross Domain Solutions

    • Across network domains

    • Across warfighting domains 

  • Resource management of Cyberspace capabilities

  • Assist with the Development, Fielding and Employment of:

    • Cyberspace Operations Weapon systems (seven different systems), programs, and capabilities

  • Development, coordination, and preparation of Cyberspace staff tasks, such as CONOPs, CONEMPs, Enabling concepts, Roadmaps, Budgets, Contingency Plans, and Tactics, Techniques and Procedures (TTPs)

  • Support and execute HQ ACC Director of Requirements roles and responsibilities

    • Influence Cyberspace operations throughout the DoD

  • Assist PPBE for Title 10/50 ISR and CS&R infrastructure development and sustainment. 

  • Assist with the standardization of support to cyberspace operations construct across the AF. 

  • Assist with the management of TS/SCI programs as required of Senior Intelligence Officer (SIO).

  • Support Global Force Management (GFM) activities by reviewing, coordinating, and preparing SORTS and DRRS reports, development and management of UTCs, DOC statements, METS, GFMAP and associated DEPORDs, and other GFM activities as required.

  • Assist with capabilities-based planning, programming, and budgeting for designated system-wide unique equipment, upgrades/modifications, initial spares, and other weapon system-unique logistics issues.

  • Assist with providing a strategic vision for the Service Core Function (SCF) and force structure options to inform the requirement process, the PPBE process and the acquisition process, to ensure consistency with strategic direction.

  • Facilitate capability requirements documents (such as Core Function Support Plan) and provide capabilities management and gap-fill analysis for weapon system and major programs areas.

  • Use the AF Risk Assessment Framework in the development of all capability requirements.

    • Focus on Scaled Agile Framework methodology (Highly recommended)

  • Assist with the life cycle cost assessments, cycle times, and requirements tradeoffs as addressed in acquisition decision forums, to include Configuration Steering Boards and AF Review Boards.

  • Understand how topics within the list of ongoing and forecasted Capability Based Assessments (CBAs) and Analysis of Alternatives (AoAs) affect traceability to the Core Function Master Plan (CFMP).

  • Knowledge of how the IT and cyberspace portfolio management, IT and cyberspace budget reporting, ACC Information Support Plans provide direction to Requirements/financial planning for the Cyberspace Portfolio and assist Functional Managers and weapon system Functional Area Managers (FAMs).

What you need to be considered:

Experience/knowledge of a full range of USAF cyberspace operations principles, directives, methodologies, and approaches used in developing, operating, managing, and maintaining services and capabilities that support functional requirements.

Required Qualifications:

  • Active high level DOD government clearance

  • Minimum of four (4) years of experience preparing, planning, and executing USG, or corporate financial strategies

  • Demonstrated organizational skills, and experience with Microsoft Office suite

Desired qualifications - Direct or Related experience in 

  • Bachelor’s degree in a discipline complementary to the skills “Key Tasks” above

  • USAF MAJCOM preferred, however a sister Service also acceptable

    • Previous cyberspace experience or duty within 16 AF preferred

    • 67 CW, 688 CW, 480 ISRW

  • Operations level of war recommended (ex. AOC, Wing, NAF, MAJCOM, Air Staff or Service equivalent)

  • One to three years MAJCOM Action Officer experience or higher PPBE experience

  • In-depth understanding of Defensive Cyber Operations (DCO), Offensive Cyber Operations (OCO), and Command, Control, and Communications Mission Systems (C3MS)

  • Gap analysis, “blue force” analytical requirements for cyberspace operations

  • Familiarization with strategic guidance documents; i.e., National Defense Strategy, National Security Strategy, Defense Planning Guidance, Strategic Planning Guidance, etc., in support of formalizing future Information Warfare/cyberspace requirements
