Cyber Plans & Programs Analyst

ICF is seeking a cyberspace operation professional with prior military, civil service and/or contractor experience within HQ Air Combat Command (ACC), and/or 16 AF staff/subordinate units.  Candidate will provide operations support and technical expertise to facilitate cyber weapon systems management of core missions, functions, and the Lead Command duties of HQ ACC regarding Air Forces Cyber (AFCYBER), 16 AF, and JFHQ – Cyber AFCYBER.  Duties include support for all traditional elements of A-Staff support within a MAJCOM, coordination from the strategic level to operations level of war.  In addition, there are numerous technical opportunities across the USAF’s cyber weapon systems portfolio.  The workplace is at ACC Headquarters, Joint Base Langley-Eustis in Hampton, Virginia with temporary duty to various locations. 

Coordinates MAJCOM level operational training development and policy for cyber operational units.  Facilitate the development, coordination, and publication of overarching cyber crewmember training, standard evaluation, and operations procedures policy, ensuring commanders have guidance and resources to meet system training plan requirements. Reviews, updates, and coordinates MAJCOM-Instructions, Manuals, Concepts of Operations, System Concepts, and other documentation/guidance.  Assists with the preparation of Joint Capability Integration and Development System (JCIDS) documentation.  Previous experience working with Program Management Offices, Operations Support Squadrons, Group, Wing or MAJCOM Staff is preferred.   

Key Tasks to be accomplished:

  • Manages the Policy and Governance Program to develop, review and prepare operations instructions, technical orders, policy and guidance, Air Force Instructions.

  • Support the FAM’s execution of Training Systems Requirements Analysis and Assist the development and coordination of training plans IAW DAFI-16-1007, ACCI 11-251 and 11 252.

  • Development, coordination, and preparation of Cyberspace staff tasks, such as System Concepts, CONEMPs, Enabling concepts, Roadmaps, Budgets, and Contingency Plans

  • Assist with authoring weapon system-specific instructions, manuals.

  • Provides technical and programmatic expertise and recommendations to support lead command roles and the Cyberspace Warfare Operations mission with Headquarters Air Combat Command, Langley AFB, VA.

  • Facilitate favorable/partnership-based relationships across various levels of Department of Defense within the Navy, Marines, Army and Air Force to effectively synchronize common Joint training and readiness standards.

  • Advocates and coordinates applicable funding for training and exercises in support of multiple information warfare mission areas including Cyber, Intelligence, and Information Operations.

  • Facilitates capability requirements documents and gap-fill analysis for weapon system and major programs areas in support of Information Warfare Operations.

  • Support Realistic Training Review Boards, Training Planning Teams, and Operational Planning Teams to collaborate and develop strategic plans to support Air Combat Command core functions of organize, train, and equip Air Force forces.

  • Advocates and coordinates applicable funding for training and exercises in support of multiple information warfare mission areas including Cyber, Intelligence, and Information Operations.

  • Coordinates Joint Curriculum Lead Program execution in coordination with multi-disciplined organizations across the Department of Defense.

What you need to be considered:

Experience/knowledge of a full range of USAF cyberspace operations principles, directives, methodologies, and approaches used in developing, operating, managing, and maintaining services and capabilities that support functional requirements.

Basic Qualifications:

  • Minimum of four (4) years of experience preparing, planning, and executing USG, or corporate financial strategies.

  • Active high level DOD clearance

Preferred Skills/Experience 

  • USAF MAJCOM preferred, however a sister Service also acceptable.

    • Previous cyberspace experience or duty within 16 AF or ACC Staff preferred

    • 616 OC, 67 CW, 688 CW, 16 AF

  • Bachelors Degree

  • Operations level of war recommended (ex. AOC, Wing, NAF, MAJCOM, Air Staff or Service equivalent)

  • One to three years MAJCOM Action Officer experience or higher PPBE experience

  • In-depth understanding of Department of Defense Information Network Operations (DoDIN Ops) and Defensive Cyber Operations Weapon Systems.

  • Gap analysis, “blue force” analytical requirements for cyberspace operations

  • Familiarization with strategic guidance documents, i.e., National Defense Strategy, National Security Strategy, Defense Planning Guidance, Strategic Planning Guidance, etc., in support of formalizing future Information Warfare/cyberspace requirements
