Contracts Manager

Contracts Manager

ICF is seeking an experienced Manager to lead a team of contract administrators in a growing and dynamic group with a broad client base in federal contracts, with occasional state, local, international, and commercial contracts. The ideal candidate will have management experience, a great attitude, a keen eye for detail, be flexible, and willing to think “outside the box” in a fast-paced environment.  He/she must be comfortable with 1) customer interaction, 2) working with geographically diverse internal/external customers and management, 3) have extensive experience independently leading the development of and responsibility for business/price proposals, 4) performing hands-on contract administration, and 5) managing a team of contracts administrators.  The candidate will have the opportunity to work with senior management in the department as well as company-wide leadership teams. The position will be a hybrid position based in Reston, VA and will require intermittent travel to other ICF offices or customer locations.

Key Responsibilities:

  • Ability to independently handle multiple proposals negotiations, contract award and administration of the resultant contracts in a very fast-paced environment

  • Establish effective working relationships with senior account leaders and program team members.  Understands both strategic and operational goals and translates them into effective contracting practices

  • Independently develops business/price volumes to address requirements and mitigates risk consistent with sound business practices, company policies, and government regulations 

  • Proactively assesses critical contract obligations and contract provisions, to include gaps and risks. Advises on contract revisions to better meet the needs of the Client and ICF

  • Notifies management and appropriate Program Management of potential non-compliance and other problems that could have an adverse impact on the company, specifically advising on contractual rights and obligations, interpreting terms and conditions and government regulations

  • Leads the proper coordination of various types of agreements and other contract/legal documents with other corporate functions, such as accounting, legal, tax, etc

  • Responsible for review of team member work products

  • Manages approximately 3 people in a fast-paced environment, supporting activities in diverse markets

  • Maintains own portfolio of active projects

  • Delegates workload among assigned team members to ensure effective and efficient support to proposal and program teams

  • Leads proposal reviews to ensure team’s compliance with solicitation requirements and corporate policies

  • Provides leadership and oversight of assigned team members to develop negotiation, cost/price proposal and contract administration skills and build upon skillsets of the team to ensure growth and development of each individual member

  • Ensures proactive maintenance of contracts documentation consistent with established ICF practices

  • Ability to independently handle multiple priorities effectively

Basic Qualifications:

  • Bachelor's degree with a 8 years of experience in contracts administration, or a Master’s degree with at least 7 years of experience in contracts administration, or a high school diploma with at least 12 years of contracts administration experience

  • 3-5 years of management/supervisory experience

Preferred Skills/Experience:

  • Extensive knowledge and experience with the Federal Acquisition Regulation (FAR), and other federal regulations, as well as experience with state legislation and regulations.

  • Extensive experience leading and writing business/price volume proposals.

  • Strong attention to detail and the ability to multi-task in a dynamic, fast-paced environment

  • Extensive experience and skills with various computer programs required (e.g. Word, Excel, PowerPoint)

  • Experience supporting IDIQs, GWACs, or BPAs

  • Experience working with a wide range of U.S. Government agencies

  • State and local contract experience is a plus, but not required

  • CFCM and/or CPCM a plus

  • Proactive attitude in providing guidance and advice to project teams, as well as to the contracts team

  • Excellent oral and written communications

  • Ability to build solid business relationships with both internal and external customers
