Commercial Contracts Manager

We have an opening for a Commercial Contracts Manager supporting our growing and dynamic Disaster Management division. Our Disaster Management division focuses on providing experts to assist state and local communities rebuild from natural disasters such as hurricanes, floods, winter storms, tornadoes and fires. Our clients include state and local agencies across the contiguous United States, as well as Puerto Rico and the US Virgin Islands. The Contracts Manager position is key to the internal support provided to the division, and requires someone with a great attitude, the ability to dig in and research state and local regulations and requirements, a keen eye for detail, the ability to be flexible with the needs and demands of the division as well as senior contract management, and able to work in a fast-paced environment. This position can be based out of any ICF office in the United States with the requirement that you will need to work East Coast business hours. This position is open to telecommute.

What you will do:

  • Provide contracts support for proposals and active contracts with state and local clients. At this time this position does not support contracts with the federal government.

  • Review solicitations and contractual documents and assist in the development of proposal responses ensuring consistency with corporate policy, pertinent regulations, and customer requirements.

  • Lead the development, writing and management of business/price proposal volumes to address requirements, and mitigate risk consistent with sound business practices, company policies, and government regulations. Maintain all required contractual and proposal/business volume documentation.

  • Identify to stakeholders contractual and/or RFP terms that pose risk to the company and resolve/implement risk mitigation strategies.

  • Negotiate contractual terms with state and local clients, focusing on mitigation of ICF’s risk.

  • Understand the nature of the operational delivery of key project to better assist the project team during operational execution

  • Provide guidance and oversight and work with client representatives to resolve operational and contractual issues that may arise during the performance of the contract, with a focus on mitigating ICF’s risk while meeting the customer’s needs.

  • Review and negotiate non-disclosure agreements, teaming agreements, and subcontractor documents (when ICF is subcontractor).

  • Support data calls, maintain compliance with SOX and other governmental requirements, as well as client audit requirements on an ongoing basis.

  • Proactively assesses critical contract obligations and contract provisions, to include gaps and risks. Advises on contract revisions to better meet the needs of the Client and ICF.

  • Handle multiple priority tasks and proposals effectively.

  • Develop effective positive working relationships with both internal and external customers; participate in customer meetings as required.

  • Research state and local regulations as necessary

What you will need:

  • 8+ years of overall experience

  • 5+ years of experience in contracts administration, supporting State and Local contracts and proposals, or commercial contracts and proposals

  • Bachelor’s degree or additional years of experience may be substituted in lieu of a degree

  • Solid working knowledge of state and local legislation and regulations

What we would like:

  • Experience in the disaster management arena

  • Experience with state and local clients

  • Knowledge and experience with FEMA and HUD regulations concerning disaster recovery, in particular Community Development Block Grant-Disaster Recovery (CDBG-DR) and Community Development Block Grant-Mitigation (CDBG-MIT)

  • JD a plus, but not required

  • Strong attention to detail and the ability to multi-task in a dynamic, fast-paced environment

  • Must have the ability to collaboratively work with geographically diverse internal customers

  • Ability to build collaborative business relationships both internal to the company and with external customers

  • Excellent oral and written communications.

  • Reliable and dedicated

  • Proactive attitude in order to provide guidance and advice to project teams

  • Solid skills with Microsoft Office (e.g. Word, Excel, Teams, Sharepoint)
