Consultant - Justice Matters

We are looking for a Research Assistant/Analyst/Consultant to join our well-established public policy practice that conducts legal studies and carries out evaluations and impact assessments for the European Commission, in particular DG Justice and Consumers and its agencies (FRA, EIGE, Eurojust).

Our current portfolio of projects reflects the diversity of the policy areas covered by DG Justice. Examples of some of our recent and/or current assignments include: a legal study on the phenomenon of letterbox companies, an impact assessment on the protection of whistle-blowers; a study on data sharing; an evaluation of the environmental crime Directive; an evaluation of the equal Pay Directive; a study on intersex people in the EU; a feasibility study for establishing a centre for victims of terrorism, the evaluation of the victims’ rights Directive, a study to support the preparation of an impact assessment on a possible Union legislative initiative on the recognition of parenthood between Member States.

The successful candidate will have research experience in the justice areas, including inter alia, private/civil law, criminal justice, data protection, fundamental rights and equality, and citizenship. Previous experience in legal studies, evaluations or impact assessments is an asset.

In addition, it is required for the candidate to hold a legal background, with a solid knowledge and understanding of EU law and at least basic knowledge of Civil law and Private International Law, as well as a sound understanding of and interest in EU actions relating to the Justice portfolio. She/he should be experienced in conducting legal research and analysis as well as in reporting on EU policies and/or programs. Although not a prerequisite, the candidate’s familiarity with tendering procedures would be an asset.

What you’ll get to do:

You will be a core part of our growing and dynamic team of policy analysts, legal experts, economists and social scientists who have a passion for applying their skills and knowledge in helping our clients solve some of the most complex challenges. You will play a key role in further developing our portfolio and track record in the policy areas covered by DG Justice including the judicial cooperation dimension. You will be responsible for contributing to legal research assignments, evaluations, impact assessments and feasibility studies mainly, but not exclusively, commissioned by DG Justice and Consumers. The role provides an excellent opportunity to demonstrate strong analytical skills, organisational skills and report writing skills. You will have the chance to develop your knowledge and skills further through excellent training and development opportunities.

Your main responsibilities will include:

  • Undertake high-quality research, analysis and data collection activities

  • Carry out research and field work tasks on specific countries

  • Conduct qualitative (experience with NVIVO an advantage) and quantitative analysis (experience with Excel is essential and SPSS, STATA desirable)

  • Arrange, conduct and facilitate interviews, surveys and focus group

  • Accompany colleagues on site visits and to client meetings

  • Collaborate closely with other project teams, and external partners and stakeholders

  • Contribute towards the preparation of tenders and reports for the European Commission and other EU clients

Desirable experience and competences:

  • Full qualification in law (Bachelor’s degree in law, including EU law and private law)

  • At least two years’ work experience within the context of EU law and policies  

  • Strong legal research, analytical and reporting skills

  • Knowledge of European policy making process and EU Institutions

  • Excellent written (including editing and proofreading skills) and oral (fluency in English and at least one other European language) communication skills

  • Highly developed, interpersonal skills and self-motivation

  • High level of attention to detail and accuracy

  • Intermediate or advanced computer user skills (Microsoft applications)

  • Excellent time management skills and the ability to multi-task in a fast-paced environment

  • Ability to work within multi-cultural, multi-disciplinary teams spread across several countries

  • Sound research and business ethics, including the protection of proprietary and confidential information

  • Ability to be flexible to handle multiple priorities, and manage a varied workload to achieve agreed deadlines without compromising quality or standards

  • Highly developed, interpersonal skills and self-motivation

  • High level of attention to detail and accuracy

  • Ability to demonstrate a can-do approach, as a problem solver and team player
