Community Engagement Specialist, Afghan Cultural Program - REMOTE

ICF International seeks a Community Engagement Specialist to work on a national technical assistance project. The goal of the project is to support and enable legal representation to eligible arriving Afghans (EAAs) across the country and to expand the legal community’s skills and capacity to provide immigration legal support.  FT positions are only guaranteed through the end of the contract year, which ends Sept 29, 2023. The Community Engagement Specialist will use his/her knowledge, expertise, and/or lived experience to develop collaborative relationships with Afghan communities and stakeholders to support outreach efforts and engagement activities aimed at connecting EAAs with immigration legal services.

The Community Engagement Specialist will be responsible for the day-to-day operations for training of SMEs, and engagement of the Afghan communities nationwide, to join ILSAA’s outreach list. This position will also complete research, identify and organize resources and other information that supports Afghans in navigating the US immigration system.

Supervised by: Program Mgr

Supervises: on-call subject matter experts (multiple)

Key Responsibilities

  • Directly oversee a team of Afghan cultural subject matter experts.

  • Develop strategic partnerships with government and community stakeholders serving the Afghan community in assigned region.

  • Implement the strategy and framework to support community outreach and engagement to raise awareness of the ILSAA program.

  • Develop and maintain extensive knowledge of nonprofit and other organizations and stakeholders working with EAAs.

  • Maintain strong relationships with partner and potential partner organizations and community stakeholders in assigned region, networking and communicating regularly to build strong relationships in the field.

  • Work with the project team to identify strategic partners and form collaborative partnerships

  • Develop and maintain partnerships that support the project’s work in targeted outreach to EAAs and representation of the program in target communities.

  • Represent the program at community events.

  • Travel required 50% of the time for community outreach.

Basic Qualifications

  • 1+ year experience in community outreach

  • 2+ years working in an environment that requires knowledge of the refugee, immigrant, and asylee services.

  • Must be able to obtain a Tier 2 security clearance

  • Must have resided in the U.S. or U.S. territories for 3 of the last 5 years (for non-US Citizens)

Preferred Skills

  • Working knowledge of the refugee, immigrant, and asylee challenges.

  • Language Fluency in Dari/Pashto strongly preferrred

  • Bachelor’s degree in social work, public administration, business administration or related field which requires collaboration and networking.

  • Demonstrated ability to build and maintain strong stakeholder and partner relationships, including balancing multiple perspectives/needs

  • Experience working for a refugee program or with a community organization serving Afghan arrivals.

  • Lived experience as an Afghan immigrant to the U.S.

  • Strong analytical, problem-solving and decision-making capabilities.

  • Ability to be flexible, multitask, prioritize, and manage multiple activities simultaneously in a fast-paced, changing environment

  • Excellent verbal, oral, interpersonal and written communication skills, including experience with developing and delivering presentations, writing, and blogging social media content

  • Ability to exercise good judgment, discretion, tact, and diplomacy

  • Strong organizational and time management skills

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:

$62,113.00 - $105,593.00
