Communications Specialist - REMOTE

ICF seeks a Communications Specialist to support the Child Welfare Capacity Building Center for States (the Center) contract with the Children’s Bureau. The goal of the Center is to support and enable child welfare agencies across the country to build on and expand their capacities to serve communities and to keep children safe and families strong. The Center helps advance the Children’s Bureau’s priorities around shared decision-making with individuals with lived experience, racial equity, and providing prevention-oriented services to help all families thrive. This position supports the development and implementation of dissemination and communication strategies for products, services, and resources for the Center. The successful individual supports the process of writing and disseminating the Center’s key messages across various communication channels to help promote internal project communication and market the Center to target audiences of child welfare leaders and decision-makers.

Key Responsibilities:

  • Develop and implement dissemination plans and strategies for the Center’s products, services, events, and resources.
  • Lead communication teams to support internal and external dissemination and marketing activities.
  • Help lead and manage projects and initiatives that support the Center and the marketing team’s goals.
  • Create a variety of communications materials and tools, including e-mails, social media posts, handouts, web content, talking points, in-person and virtual exhibit booths and more which are clear and understandable to target audiences.
  • Assist with the authoring, editing, and quality control of all communications materials.
  • Ability to organize content and use plain language, tone, and voice to meet needs. 
  • Review and edit materials to ensure clear, concise, and engaging messaging that conveys Center and CB priorities, initiatives, and services.
  • Follow and help promote marketing and digital writing best practices and ensure consistent use of branding in communication materials.
  • Track, monitor, and analyze marketing analytics to support reporting requirements and understanding of target audience reach and behavior.
  • Act as a liaison with other Center leads and teams to support communication activities.
  • Assist in developing and building relationships with partners providing services and information to child welfare target audiences for the purposes of collaboration and cross promotion.
  • Manage the Center’s email subscription platform which includes managing subscriber lists, leading maintenance activities, and liaising with the service provider and others internal teams as needed.
  • Coordinate marketing activities and strategies through ICF channels.

Basic Qualifications:

  • Bachelor’s degree in Marketing, Communications, Public Relations, or related field.
  • 3+ years of experience deploying marketing and communications principles, strategies, and production processes.
  • Experience with e-mail, social media, and digital writing best practices.
  • Experience developing content using existing brand and style guides in alignment with client and industry standards.
  • Experience managing and implementing dissemination, communications, and outreach channels such as social media, email, websites, SharePoint sites, and in-person and virtual exhibit booths.
  • Knowledge of email and social media management tools and software.
  • Proficient in MS Office Applications: Word, PowerPoint, Outlook, Excel, SharePoint, Teams.

Preferred Skills:

  • 2+ years of experience in marketing and digital content writing and editing.
  • Training and/or experience in the application of race equity, diversity, and inclusion and social justice strategies in communication/writing.
  • Proactively seek new and innovative ways to create more engaging content to reach a variety of audiences.
  • Experience applying marketing concepts in a work environment.
  • Knowledge of web, e-mail, and social media analytics.
  • Experience with graphic design and/or design software.
  • Knowledge and experience designing and improving processes and practice (change management and capacity building).
  • Experience in the federal and government contracting environment.
  • Experience in child welfare and child welfare systems.
  • Knowledge and experience designing and improving processes.
