Commercial Program Manager Energy Efficiency Programs 

Hybrid | Columbia, MD

Job Description:To support our growth, we are currently seeking a Program Manager for our Commercial Energy Division to lead and grow ICF’s energy efficiency programs in Maryland. You will manage an established commercial energy efficiency program, including individuals and subcontractors who contribute to that program’s performance. This would require you to provide technical guidance for energy-efficient products, savings calculations, and best practices as well as build relationships and trust with clients, and work collaboratively with the implementation team, internal IT teams, and marketing departments to implement a program within goal and budget.

 What you will be doing:

  • Program implementation and management of a diverse team, quality control, and adherence to best practices to ensure successful program goal targets are met
  • Collaboration with multiple groups to ensure processing, outreach, IT systems, and staff are aligned to reach a common annual goal
  • Day-to-day management of outreach personnel, including guidance and judgment on sales strategies, performance feedback, and career development.
  • Regular oversight of Direct-Install subcontractors, including their adherence to QA/QC standards, customer satisfaction, and meeting goals within budget.
  • Ensure best practices in processes, as well as on-site QA/QC standards for the program, are met.
  • Interface with the client team for day-to-day planning and program rule questions.
  • Provide insight and recommendations for program changes based on existing market knowledge and program trends
  • Management and continued development of the electronic database that supports the program, to assure the program is operating within budget while meeting the goals and objectives of the program
  • Technical guidance and knowledge of M&V (IPMVP Protocol) on common mechanical and electrical equipment in commercial buildings, including energy savings potential with a significant focus on the latest lighting technologies. 
  • Ensuring evaluation benchmarks are being met and working with the utility evaluator to implement standard requirements for baseline selections and trend data.

What we need you to have (minimum qualifications):

  • 3+ years preferred experience managing C&I Energy Efficiency programs
  • Experience with Energy Efficiency Evaluation protocols and methodologies, and financial forecasting.

 What we would like you to have:

  • Experience with large databases and Excel spreadsheets that provide oversight over programs or initiatives.
  • Collaboration with multiple groups to ensure processing, outreach, IT systems, and staff are aligned to reach a common annual goal.
  • Technical guidance on common mechanical and electrical equipment in commercial buildings, including energy savings potential with a significant focus on lighting technology experience.
  • Provide insight and recommendations for program changes based on existing market knowledge and program trends.
  • Program implementation and management of a diverse team, with adherence to best practices and quality control to ensure successful program goal targets are met.
  • Collaboration with multiple groups to ensure processing, outreach, IT systems, and staff are aligned to reach a common annual goal.
  • Technical guidance on common electrical equipment in commercial buildings, including energy savings potential with a significant focus on lighting technology experience.
  • Day-to-day management of technical team and field service inspectors, including guidance and judgment on electrical energy savings calculations, performance feedback, and career development.
  • Ensure best practices in processes as well as QA/QC standards for the program are met.
  • Interface with the client team for day-to-day planning and program rule questions.
  • Provide insight and recommendations for program changes based on existing market knowledge and program trends.
