Child Welfare Evaluation Specialist - REMOTE

ICF is Seeking a Child Welfare Evaluation Specialist who will be responsible for providing technical assistance and evaluation capacity building support as well as to conduct research and evaluation for child welfare projects within the Child Welfare and Education Line of Business. This position will provide direct service to jurisdictions to support state, regional, and local level child welfare contracts with evaluation as well as to provide support to federal contracts as needed. The successful candidate will have knowledge around evaluating the public child welfare service continuum and of child welfare policy and practice issues as well as implementation expertise, collaboration, and project management. Candidates must be able to manage projects; be versed in research/evaluation strategies, methodologies, and analytic approaches; maintain positive relationships with clients and colleagues; and play an integral role in proposal development.  

This position is fully remote in the US

Key Responsibilities:

  • Provide evaluation capacity building support to state, local and federal agencies
  • Lead research and evaluation projects for state, local and federal agencies - contributing to the development and implementation of research and evaluation plans that include various designs and mixed methods.
  • Support state and local clients with building evidence regarding what works in child welfare, particularly in prevention and child welfare service array
  • Establish a “shoulder-to-shoulder” working relationship with the client that includes communicating with client project staff about service delivery to help achieve the goals of the project to which they are assigned.
  • Develop relationships with other partners providing services as indicated by the project scope and goals
  • Lead development of data collection approaches, instruments, and approvals with project teams and state and local agency partners
  • Conduct interviews, focus groups, observations, and other data collection activities
  • Analysis and synthesize qualitative and quantitative data
  • Develop presentations, data visualizations, data storytelling and reports to present findings from a range of quantitative and qualitative analytic approaches.
  • Convene and facilitate project meetings to develop evaluation plans, theories of change, and implement evaluation activities
  • Support the installation of projects following a change and implementation model including piloting the practice, analyzing lessons learned, and then scaling up the practice to additional sites.
  • Develop tools, protocols, and templates to support the evaluation of practice models.
  • Support project management including modifying project timeframes and working with the project team and manager to meet project goals.
  • Support business development activities including writing proposals
  • Occasional travel to assigned jurisdictions as needed depending on needs of the project.
  • Other duties as assigned in accordance with workload and priorities.

Basic Qualifications

  • Master’s degree in social science, social work, public policy, or related discipline.
  • 8+ years professional work experience with at least 7+ years of experience conducting child welfare related evaluation and providing evaluation capacity building/technical assistance in a human services field, preferably in child welfare.
  • Demonstrated consultative experience, including experience applying research-informed frameworks and strategies for capacity building and implementation.
  • Knowledge of experimental, quasi-experimental, and mixed method research designs and case study approaches.
  • Knowledge of the following:
    • Change management processes
    • Child and Family Services Plans
    • Child and Family Services Review (CFSR) process
    • Family First Prevention Services Act (FFPSA)

Preferred Skills:

  • Doctorate degree in social science, social work, public policy, or related discipline.
  • Experience with the CFSP/APSR process.
  • Experience with FFPSA.
  • Experience with Child and Family Services Review (CFSR) process and data-driven decision making.
  • Experience evaluating child welfare services in a public service system.
  • Experience with the Title IV-E Prevention Services clearinghouse
  • Prior work experience in a consulting environment.
  • Strong interest and experience in business development (capture, proposal writing, etc.) to acquire new projects.
  • Ability to lead others and interest in supervising research staff as needs arise.
  • Demonstrated work experience supporting evaluation with state and local child welfare agencies.
  • Experience with considering race, equity an inclusion in child welfare evaluation.

  • Experience with training, curriculum development, and facilitation.
