Buy-In Manager
ICF is seeking a Buy-In Manager for the anticipated USAID funded Digital Strategy Implementation and Programs Activity. The project will build the capacity of USAID Missions, Washington Operating Units (OUs), and partners to advance digital initiatives that enhance security and economic prosperity in partner countries while safeguarding individual rights, freedom of expression, and democratic norms and practices. The Buy-In Manager is responsible for managing the buy-in process, from client engagement to development of scopes of work and budgets to implementation and monitoring to close-out. The successful candidate shall have experience managing USAID activities, contracts, and buy-ins. The position will be based in our Rockville, MD office.
Responsibilities:
- Support the Project Director in the development and execution of buy-in activities, including plans, schedules, budgets, and deliverables.
- Monitor overall operational and technical quality and timely completion of activity deliverables.
- Ensure that all activities comply with terms and conditions of activity requirements, client rules and regulations, including cost, schedule, and quality parameters.
- Collaborate with the Director to identify and manage risks and actively resolve performance issues with activity staff and sub-contractors or sub-awardees.
- Prepare status reports, budget information, and other documentation as needed; and
Qualifications:
- Bachelor’s degree in business administration, international development, international economics, technology-related disciplines or related field.
- 5+ years of experience managing USAID activities, including contracts and buy-ins, preferably of similar scope and scale.
- 10+ years of experience successfully managing client relationships with USAID/Washington and Mission, Bureau, or Independent Office.
- 10+ years of experience working in developing country environments, across different cultures, and managing diverse teams to deliver impact within agreed timelines.
- Excellent verbal, and written skills in English.
Preferred Qualifications:
- Experience working on awards that support technology, cybersecurity, and/or digitalization.
- Knowledge of USAID contracting rules, policies, and procedures.
- Experience building and leveraging relationships with counterparts at various levels of government and private sector.
- Ability to promote operational excellence through familiarity with best practices in budget management, financial controls, procurement norms, and human resource management.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$77,890.00 - $132,413.00
