Business Management Analyst

ICF is seeking an experienced Business Management Analyst to support a large federal agency contract. This person will help support Project Management Office that establishes and maintains the overall framework for project management practices within the organization to include policy, planning, capacity management, and project reporting. This individual will help collaborate with business management on strategic planning activities and provides project management from initiation and planning of a project through execution, delivery and closing of a project. He/She will help facilitate the use of best practices for project management and define standard processes and playbooks for the governance of projects. In addition, will provides information about project plans, measures and monitors the organizational value of projects to achieve strategic and organizational goals. Establishes standard metrics and benchmarks to provide visibility and streamline reporting for all projects, and serves as the authoritative source for project reporting.

. This position will work on client site in Arlington, VA (remotely during COVID-19).

  • Serve as a business process improvement professional with a focus on continuously identifying, analyzing, and improving the delivery of IT services.

  • Work with process owners on identifying areas of improvement, conducting root cause analysis, and formulating recommendations leading to the continuous improvement and efficiency of processes.

  • Administer and operate the process for collecting needs requiring IT resources, as well as assess, evaluate, and determine the appropriate disposition of these needs for the IT Investment portfolio.

  • Develop, maintain, and issue guidance regarding the governance of centralized demand management and intake processes.

  • Support the efforts of highly complex projects and all levels of programs.

  • Formulate and define business process and systems scope and objectives for programs and projects through research and fact-finding activities combined with a thorough understanding of business process analysis and requirements management practices and principles.

  • Approve or modify existing system design and architecture plans and documentation to ensure forward compatibility and compliance with established standards.

  • Recommend and apply process improvement and re-engineering methodologies and principles to conduct process improvement programs and projects by proposing, completing, and analyzing business models, data models, hybrid enterprise models, identifying best practices, documenting and assessing performance measurements, and identifying business process and technology solutions to streamline processes.

  • Provide group facilitation, interviewing, training, and provides additional knowledge transfer to appropriate stakeholders.

  • Conduct the elicitation and management of business and systems level requirements for projects and employs industry standard tools to manage requirements, CM, and modeling to support requirements management and/or business modeling activities.

  • Apply portfolio management concepts including business-IT alignment, prioritization, business cases and market surveys, and project costing techniques for up to moderately complex projects.

What you’ll need:

  • Bachelor’s degree in computer science, information systems or a related field; project management and/or general business management; or equivalent, related IT experience.

  • 5 years of IT project support experience including business process management, business analysis, as-is/to-be mapping and analysis; scoping; requirements elicitation; business modeling; requirements management; and feasibility and cost-benefit analysis.

  • 3 years of general project/portfolio management experience including coordinating operations of multiple technical environments with cross functional teams, client engagement, risk & issue management, strong communication skills, formal documentation management & development, portfolio & variance reporting, project schedule control, and the ability to present briefings to executive-level stakeholders.

  • Mastery of Microsoft Office Suite (especially Excel, Visio, Project, and PowerPoint).

  • US Citizenship required (required by federal government for position)

Preferred Skills/Experience

  • Master’s degree in computer science, information systems, project management or general business management preferred.

  • Working understanding of federal data services models and frameworks to support the project team to meet client requirements.

  • Solid understanding of the commercial IT market for hardware and software.

  • Experience with various current/future technologies including ServiceNow (ITSM & PPM), Appian, Salesforce, among other SaaS/PaaS services.We are looking for a Business Management Specialist to support a large, business analysis and management support services contract.
