Business Analyst (Hybrid/Remote)
ICF is currently looking for a talented Lead Business Analyst to support a large federal IT system modernization to improve the lives of children in foster care. You will work with our customer and program subject matter experts to understand the business goals and objectives of the system, and then translate those findings into actionable specifications for delivery. In this role, you will be on the front lines of conceptualizing our systems to enhance our end-user experiences while working with the best and brightest in User Experience, Development, Requirements Analysis and Quality Assurance Testing.

*Location - this role will be a hybrid role, allowing some work from home. Client meetings in the Washington DC Metro area will be required approximately 4 times per year, so preferred candidates will live within driving distance to the area*
What you’ll be doing:
• Lead requirements gathering efforts to support important development activities.
• Elicit and document requirements from various customer stakeholders; build and sustain Requirements Traceability Matrix (RTM)
• Logging incoming requests/work in team tools such as JIRA and Confluence
• Communicate with the customer and team about the status of work
• Perform QA and work directly with the developers to implement bug fixes and change requests
• Collaborate with team members and support the creation of wireframes and prototypes to elicit feedback and confirmation from stakeholders.
What you must have:
Bachelor’s Degree in Computer Science, Information Systems, Engineering or other related scientific or technical discipline
5+ years experience working on web and/or software development teams using agile scrum methodologies, preferably on large scale IT modernization programs
5+ years experience conducting and leading interviews to gather, managing, and validating requirements
3+ years experience developing functional designs, conceptual wireframes and performing gap analysis on current state processes
1+ years experience with application development efforts focusing on data management and reports/data visualizations based on ETL processing and data warehouses.
What we'd like you to have:
Experience using Atlassian suite tools (e.g. JIRA) to maintain product backlogs, plan and execute sprints, and report progress.
Experience with the HHS and social programs such as Medicaid or TANF, or experience working with CMS or FNS programs.
Experience with supporting testing activities including developing and running test scripts using test automation tools.
Experience with supporting or creating wireframes or mockups using UX design tools such Axshare or Figma
An understanding of cybersecurity from an administrative perspective
