Associate Manager, Subcontracts
ICF is seeking an experienced Subcontracts Associate Manager to join our Procurement team based at our global headquarters in Reston, VA. You will manage the staff and proposal efforts in a growing and dynamic group with a portfolio that includes primarily Federal contracts supporting International Health and Development initiatives. If you have experience in both Federal Acquisition Regulations (“FAR”) covered contracts and commercial contract terms, then we want to hear from you!
You will need to be skilled in 1) subcontractor/consultant negotiations, 2) managing a geographically diverse staff, and 3) performing hands-on subcontract administration and proposal support.
This is a unique opportunity for you to be involved in further developing our procurement practices in both the commercial and federal markets.
What You’ll Be Doing:
Manage and integrate work activities of staff to ensure compliance with corporate, contract, and legal requirements. Develop employees in subcontract management and administration process.
Guide diverse teams of skilled professionals in understanding and interpreting contractual risks and requirements and how to properly flow those down to ICF’s subcontractors and consultants.
Independently establish direct working relationships with division leaders. Understand both strategic and operational goals and translate them into effective procurement practices.
Responsible for all sourcing and solicitation efforts of ICF’s subcontractor and consulting relationships during the proposal process, implementing consistent strategies in risk mitigation, sound business practices, company policies, and government regulations.
Notify management of potential non-compliance and other business challenges that could have an adverse impact on the company for both corporate compliance matters, and sub contractual performance issues
Review and, in some cases, negotiate agreements as required within the limits of authority delegated by the management – this includes reviewing/approving the same of staff reporting into the position.
Manage the proper coordination of various types of agreements and other contract/legal documents with other corporate functions, such as accounting, treasury, contracts/pricing, legal, tax, etc.
Bachelor's degree with 6+ years of experience in subcontracts administration or 10+ years of subcontracts administration experience with some of that time in a government cost accounting environment.
Minimum of 3 years of supervisory experience.
Minimum of 2 years of experience with supporting International or USAID procurement or contracts.
Minimum 1 year of experience and a solid understanding of the Federal Acquisition Regulation (FAR), CPSR requirements, Defense Federal Acquisition Regulations (DFAR), related federal and state legislation and regulations, and the Uniform Commercial Code.
Experience with Deltek Costpoint
Knowledge of various computer programs required (e.g., Word, Excel, and SharePoint).
Supervisory experience specifically in Procurement/Subcontracts.
The ability to communicate in French both oral and written

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is
