Associate CCDF Systems Technical Assistance Specialist
ICF seeks an Associate CCDF Systems Technical Assistance (TA) Specialist to support the development and implementation of early education projects and to provide technical assistance specifically related to the administration of the Child Care and Development Fund (CCDF). The Specialist will contribute to the development of innovative, high-quality products and services in support of multiple projects within the Early Education Services line of busines. Associates have an opportunity to apply their academic knowledge, gain exposure to major projects, and interact with experts in the field while building content knowledge and consulting skills.
The ideal candidate will have both a background and experience in Child Development or Early Childhood Education with knowledge of the Child Care and Development Fund (CCDF) regulations and program implementation. With a focus on supporting effective CCDF administration, capacity building, and the full implementation of CCDF requirements.
The position is home based and will involve some travel to OCC sponsored events.
Produce high-quality written technical assistance products that are culturally relevant to diverse audiences including Tribal CCDF grantees.
Research and develop timely responses to T/TA requests and create written documents in approved formats.
Assist in delivering of universal, targeted or tailored TA such as written products, webinars, peer learning groups and new web-based tools.
Build strong, positive relationships with project staff for ongoing communication, collaborative planning, and shared problem solving to meet the needs of states, territories and tribes.
Respond to requests for reference material, training sessions, conference calls, and information sharing.
Conduct research and quality assurance activities for ChildCare.gov.
Bachelor’s degree in Early Childhood Education, Child Development, Public Administration, Public Policy, Education, or related degree.
A minimum of 5 years of experience in the early childhood or public policy or related field.
Knowledge of state, territory and tribal CCDF regulations.
Ability to develop training and technical assistance materials, including excellent written and oral communication skills.
Proficient in MS Office Applications (Teams, Word, PowerPoint, Outlook, Excel, SharePoint), SmartSheet, Zoom and other E-learning, remote meeting and project management tools.
Master’s degree in Early Childhood Education, Child Development, Public Administration, Public Policy, Education, or related degree.
Strong analytical, problem-solving and decision-making capabilities.
Experience supporting the implementation of CCDF programs at the federal, state or local level.
Content knowledge of tribal child care programs, early childhood systems building and financing, infant toddler care and supply building or early childhood professional development and workforce systems.
Experience working with multiple stakeholder groups as a participant, content advisor, and technical assistance provider.
Excellent verbal, interpersonal and written communication skills.
Team player with the ability to multi-task in a fast-paced environment.
Demonstrated outstanding level of professionalism in providing administrative support, including ability to exercise good judgment and communicate with encouragement, discretion, tact, and diplomacy.
