Anti-Microbial Resistance (AMR) Specialist- New Delhi, India

Infectious Disease Detection and Surveillance (IDDS) is a five-year United States Agency for International Development (USAID)-funded project with the following overall objectives: (1) Improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases including Tuberculosis (TB) through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2)Improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases, and; (3) Generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.

The IDDS team seeks an Anti-Microbial Resistance (AMR) Specialist who will support and strengthen the AMR detection and surveillance system in India in close collaboration and leadership of NCDC which are aligned and in complementation with the ongoing activities supported by other key stakeholder(s) and partners. The AMR Specialist will execute the activities as per the agreed support for AMR activities on the potential areas mentioned in the work plan. The position will be based in New Delhi, India and will involve frequent in-country travel. The person will report to the IDDS India Team Lead based in Delhi and work in close coordination with NCDC, and counterpart(s).

Responsibilities: 

  • Support in identifying, engaging, and coordinating with experts from different sectors who can contribute to review and provide inputs for the next National Action Plan for Antimicrobial Resistance (NAP-AMR)
  • Provide technical and managerial support for development of next NAP-AMR and review of SOPs and policies at the national, regional, and sub-regional level under the leadership of NCDC.
  • Support development of the State Action Plan on Containment of Antimicrobial Resistance (SAP-CAR) for the identified state(s) aligned to NAP-AMR.
  • Provide technical and managerial support for convening workshops and meetings with representatives of the stakeholder organizations for development of NAP-AMR and SAP-CAR in state(s) identified by NCDC.
  • Support in compiling and synthesizing the inputs from various convenings that can contribute to the development of NAP-AMR and SAP-CAR.
  • Provide technical assistance to conduct baseline assessment to determine the capacity of the laboratory(ies) to perform bacteriologic testing and related quality processes in identified district hospital lab(s).
  • Organize and conduct training and mentorship of laboratory staff in performing AMR detection in collaboration with NCDC
  • Provide technical support for the implementation and strengthening of AMR detection and surveillance in an identified laboratory(ies) within a district and/or state.
  • Follow established processes, methods, and best practices to guarantee the technical and programmatic quality of IDDS work in India. 
  • Ensure IDDS’ AMR technical assistance is coordination with NCDC and other organizations working in the country.
  • Work closely with the IDDS team to define and adjust annual work plans as well as implementing those technical activities. 
  • Provide technical writing inputs, documentation of project activities, and support monitoring and evaluation of AMR activities. 
  • Monitoring and evaluation of AMR activities in collaboration with other team members, and report progress in the achievement of project deliverables.

Required Qualifications: 

  • MD(Microbiology) or PhD in Microbiology /infectious disease epidemiology/ clinical diagnostics/ infectious diseases/ communicable diseases / public health or epidemiology with a focus on infectious diseases and AMR surveillance/containment activities.
  • At least five years of experience in supporting programs working on public health & AMR surveillance and / or containment activities. 
  • Demonstrated ability to coordinate cross cutting activities and provide strategic advice and leadership.
  • Demonstrated communication and technical writing skills
  • Experience in developing and establishing polices and strategies.
  • Experience planning and coordination on multidisciplinary public health programs, including the implementation of a public health/infectious disease control programs.
  • Experience developing and disseminating global strategies and reports
  • Fluency in written and spoken English and Hindi 
  • Authorization to work in India

Preferred Qualifications: 

  • Experience in working with national programs on AMR surveillance and / containment activities, or communicable diseases
  • Experience in use of WHONET software
