Analytics Lead- Cybersecurity

ICF seeks a Analytics Lead to oversee all Analytical work on a team supporting the national effort to protect and enhance the resilience of the nation’s physical and cyber infrastructure. The Analytical Lead shall be the solutions architect technical development of the Risk Architecture to execute and integrate a plan across multiple performers and government teams. Primary responsibilities include leading a team to integrate technical support and provide critical infrastructure subject matter expertise to the Risk Architecture (RA) at Cybersecurity & Infrastructure Security Agency (CISA).

In this role, you will provide SMEs with deep technical domain and functional expertise in areas such as critical infrastructure systems; threat/hazards; market surveillance and forecasting; economics; policy and strategy; futures analysis; data management and analysis; technical tool development; risk; intelligence; and general quantitative and qualitative analysis.

The ideal candidate will be in the Washington DC Metro area, but consideration may be given to other locations for highly qualified candidates. Routine travel to client sites, ICF offices, and conferences in the Washington DC Metro area will be required.

Critical duties to include, but not limited to:

•    Objectively review deliverables and evaluate the analytic rigor of the work;
•    Provide an objective review of proposals received, including whether the proposal aligns to requirements and/or priorities;
•    Provide subject matter expertise, advice, and insight into future planning for existing projects;
•    Research threats, vulnerabilities, and consequences to critical infrastructure from both cyber and physical disruptions to develop risk analysis products in support of the Mission of the National Risk Management Center (NRMC); 
•    Develop written risk estimates, products, or quick turn responses to senior leadership questions;
•    Develop simplified, approachable products intended to communicate homeland security risks, including infographics;
•    Serve as subject matter experts in both physical and cyber infrastructure risks across DHS critical infrastructure sectors and their sub-sectors
•    Distill significant amounts of research regarding long-term risks to the nation's critical infrastructure into documents that can be used to inform decisions;
•    Review intelligence analyses and distil for multiple audiences, including those without security clearances; 
•    Develop briefing materials that effectively communicate key messages of analytic products;•    Develop strategy, policy, and risk management white papers, roundtables, and other information sharing channels that can inform a broad range of stakeholders.

What you will need:

•    Master’s degree (MBA, MS, or equivalent)
•    3-to-5 years of professional experience and at least 2 years of experience directly supporting the National Risk Management Center (NRMC), •    Active DoD TS, DHS-adjudicated (DHS HQ or CISA) TS/SCI security clearance access, current and active DHS TS/SCI-level EOD.
