Affordable Housing Specialist, Housing & Community Development

ICF seeks a self-motivated Affordable Housing Specialist to be an integral member of our technical assistance team supporting capacity building efforts for the U.S. Housing and Urban Development. You must be a proactive team player able to work in a fast-paced environment who will be responsible for supporting a wide range of technical assistance engagements, providing direct guidance to property owners, grantees, or federal partners, and developing products and written materials designed to help improve the effectiveness of federally assisted housing programs.

What you will be doing

  • Coordinating components of large and small technical assistance and training engagements that assist private and non-profit owners of affordable multifamily housing in the management and operation of their properties, and to Public Housing Agencies whose properties are undergoing conversion through the Rental Assistance Demonstration (RAD) program to Project Based Rental Assistance (PBRA) under HUD’s Office of Multifamily Housing.
  • Drafting written products and tools to be applied within specific engagements and shared nationally to address specific challenges related to compliance with HUD’s Office of Multifamily requirements for owning and operating HUD-insured and/or assisted housing.
  • Supporting the management of teams, budgets, project deliverables, and relations with HUD and other funders. Track priorities to ensure the completion of projects in an accurate, timely, and cost-efficient manner.
  • With support of senior leadership, providing advisory and consulting services to clients.
  • Developing and delivering virtual training sessions, conducting one-on-one conversations, and developing written products for our clients’ customers by applying a range of techniques, concepts, and methods.
  • Performing quality control on products and tools to ensure compliance with regulations and ensure consistency and accuracy.

Qualifications

  • Bachelors’ degree in Planning, Public Policy, Government, or related discipline. Master’s Degree preferred.
  • 5+ years of working for a consulting firm on, or direct experience with, HUD-insured and/or assisted affordable multifamily housing. (Note that general experience with other HUD Community Planning and Development grant programs will not meet the requirements for this position.)
  • Experience with the following programs: RAD conversions, Section 202, or Section 811
  • Understanding of HUD’s project based rental assistance programs.
  • Knowledge of cross-cutting federal regulations such as Section 3, Lead-Based Paint, Davis-Bacon, and URA.
  • Experience in developing and implementing project/team processes.
  • Project and personnel management skills and experience.
  • Understanding of HUD-approved lender requirements and multifamily production a plus.

  • Superior organizational skills with the ability to keep track of multiple contracts, deliverables, and project schedules.
  • Excellent written, verbal, and interpersonal communication skills.
  • Project management skills including conceptualizing how to structure project tasks, develop budgets, and track progress.
  • Team player with the ability to multi-task in a fast-paced environment.
  • Ability to work with all levels of internal staff, as well as outside clients and consultants.
  • Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems and recommend solutions.
  • Proficiency in MS Office Applications, such as Word, PowerPoint, Outlook, Excel, Teams (experience with Microsoft Project a plus).
  • Ability to be flexible to handle multiple priorities.
  • Ability to communicate effectively with both technical and non-technical audiences.
  • Comfort with a remote team environment.
