Communications Specialist

ICF has an opening for a Communications Specialist working primarily with The Demographic and Health Survey (DHS) Program’s communications team. The DHS Program is a US Agency for International Development (USAID) funded project that supports the collection of demographic and health data through nationally representative population and facility-based surveys in low- and middle-income countries (LMICs).

The Communications Specialist will support all aspects of increasing access to and use of Demographic and Health Survey (DHS) data to improve national and subnational public health program planning among governmental and non-governmental organizations in the survey country. The Communications Specialist will work closely with the staff from The DHS Program, USAID Missions, and Implementing Agencies to develop national and organizational plans to disseminate DHS data in-person and virtually; translate DHS results into accessible and practical formats; and facilitate use of data for evidence-based planning, program management, and advocacy among diverse audiences in the survey country (in-person and remotely). In addition to working at the country and subnational levels, the Communications Specialist works at the global level to improve data availability and use across the DHS Program suite of digital tools including the website, dataset archive, STATcompiler, mobile application, User Forum, social media channels, blog, YouTube, Application Programming Interface, Spatial Data Repository, Learning Hub, and CodeShare Library on GitHub.   

This full-time position will be based in Rockville, MD in the Washington, DC metro area, once it is safe to reopen offices (which are currently closed due to COVID-19).

Essential Duties and Responsibilities:

  • Provide strategic leadership for disseminating and increasing use of DHS survey results in LMICs.
  • Develop and manage national dissemination work plans, budgets, and subcontracts in collaboration with Implementing Agencies, USAID, and other development partners. 
  • Provide in country and virtual technical assistance to survey implementing agencies and other groups for using DHS results to improve programs and policies.
  • Prepare dissemination materials including survey key findings reports, fact sheets, PowerPoint presentations, and policy briefs.
  • Serve as trainer/facilitator for a variety of capacity strengthening activities overseas including data use for decision-making, social media, data visualization, and journalist workshops.
  • Use a disciplined instructional design approach to create data use and dissemination learning experiences.
  • Represent ICF and serve as liaison with key stakeholders, USAID, WHO, UNAIDS, the cooperating agency (CA) community and other organizations to collect and exchange best practices in the use of DHS/other data for program planning and implementation.
  • Work closely with national organizations and the CA community to build capacity for data interpretation and use among selected institutions.
  • Support DHS online dissemination activities including the project website, eLearning, social media, project blog, and others.


  • Master's degree in public health, international development, or related field.
  • 3+ years of experience in communication or data use with global health and/or population focus.
  • Strong understanding of demographic and/or health survey data and basic statistics, and ability to communicate about these topics to both technical and non-technical audiences.
  • Experience training or facilitating workshops, particularly overseas.
  • Substantive experience working and/or living overseas, particularly in sub-Saharan Africa and/or south Asia.
  • Proficiency in Microsoft Office including data visualization/graphics creation in PowerPoint/Excel and familiarity with social media platforms (Facebook, Twitter, Linked In, Blog).
  • Proven experience in establishing working relationships and collaborating with international partners.
  • Demonstrated ability to work effectively in multicultural situations.
  • Excellent organization skills and attention to detail.
  • Proven ability to handle multiple tasks, prioritize work, work well under pressure, and meet deadlines.
  • Strong project management, strategic thinking, and analytical skills.
  • Ability to work independently and manage projects daily with minimal supervision.
  • Fluency in English and proficiency in French, Spanish, or Portuguese.
  • Ability to travel internationally up to 25%.

Preferred Qualifications

  • Experience with Demographic and Health Surveys (DHS) data
  • Knowledge of Adobe Creative Suite (InDesign, Illustrator, and Photoshop), Canva, or other design software.
  • Experience working with web content management systems.
