ICF is hiring a program analyst to support the Chief of Staff (CoS) for the Critical Technology Protection (CTP) Directorate of the Defense Counterintelligence and Security Agency (DCSA) at its headquarters location in Quantico, Virginia. In this position, you will be responsible for working closely with the CoS, and on behalf of the CoS, as required to support CTP by fulfilling the job requirements that follow.
Primary duties; on the financial front, in support of budget requirements:
Apply financial expertise to produce, manage, and utilize fiscal artifacts.
Write and coordinate Unfunded Requirements (UFRs) Requests.
Write fiscal issue papers.
Staff and coordinate staffing of Program Objective Memorandum (POM) Requests.
Build resource packages for various logistical, material, and physical artifacts.
Work closely with Government teams to assist with fiscal quality control activities.
Secondary duties; execute CoS staff officer work when not engaged in budget management responsibilities:
Coordinate with other divisions.
Follow-up on actions.
Finalize multi-division tasks.
Attend designated meetings as required to assist with various portfolio and program needs.
Take notes and transcribe minutes of these meetings and update CTP leads as necessary.
Create a wide variety of documents to include reports, spreadsheets, and presentations.
Assist in business process reviews and development.
DCSA is operating under maximum telework during current the COVID-19 pandemic. Upon reconstitution of the building following COVID-19, you will work on-site in Quantico, VA, and will work closely with the government personnel in the CTP Directorate.
Bachelor’s Degree in business or related discipline.
2+ years’ experience supporting DoD agencies as an Action Officer, Program Analyst or Business Process Analyst; headquarters staff experience preferred.
Financial or fiscal background required.
Active DOD Secret Security Clearance.
Proficiency in MS Office; high proficiency in Excel and PowerPoint.
Must have initiative and work under minimal guidance.
Skilled at prioritization and multi-tasking.
Excellent interpersonal skills, both written and oral.
