Cost Estimators - FEMA Public Assistance
ICF's Disaster Management division seeks Cost Estimators who will support FEMA Public Assistance (PA) and Hazard Mitigation projects in Oregon following the recent wildfire and straight-line wind events. As a Cost Estimator you will be responsible for determining project eligibility, scopes of work, and estimating costs to repair or replace damaged infrastructure.
Key Responsibilities:
Conduct benefit-cost analysis (BCA) for mitigation activities
Evaluate large critical infrastructure projects using the FEMA Cost Estimating Format
Review and evaluate applicant-provided cost claims for reasonableness and accuracy
Research and update equipment rates used in reimbursing applicants for the use of applicant-owned equipment while performing eligible work
Develop cost estimates using RS Means software
Qualifications:
Bachelors’ Degree
5+ years relevant work experience
Extensive experience with cost estimating for reconstruction and repair infrastructure projects
Expertise with RSMEANS and FEMA Cost Estimating Tool
Demonstrated experience implementing the Stafford Act in support of public assistance programs
Preferred Experience:
Experience in one or more of the following: Construction, Construction Management, Project Development, Hazard Mitigation Measures, Engineering or Architecture
Experience in the critical infrastructure market, specifically the utility sector
Professional Skills:
Excellent verbal, interpersonal and written communication skills
Strong analytical, problem-solving, and decision-making capabilities
Team player with the ability to work in a fast-paced environment
Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel)
