Community Development Block Grant (CDBG) Covid- 19 Program Opportunities

We are seeking professionals who will support government agencies in California in managing federal grants for recovery efforts related to the COVID-19 pandemic. As part of the growing Disaster Management Division, the position requires experience with the Department of Housing and Urban Development’s Community Development Block Grant (CDBG) and willingness to learn about HUD’s new Community Development Block Grant – Coronavirus (CDBG-CV) program.
We are actively pursuing candidates with Knowledge of CARES Act, CDBG-CV, ESG-CV and other similar federally funded programs.
Position consist of the following:
The Contract Manager will work onsite with ICF staff, subject matter experts, and other staff to assist the client and relevant agencies with contract management, financial management and program oversight to ensure successful deployment of federal housing and community development funding including CDBG-CV funding. The Contract Manager will be responsible for overseeing the practices and procedures established for contract initiation, monitoring and compliance in support of grant programs or projects.
Must have a Bachelor's Degree or higher in business, finance, contract management or similar field of study. 5+ years increasingly responsible experience in contract management and compliance, including 2 years of supervisory experience.
The Grant Administrator will be managing, reviewing, analyzing, and evaluating grant program activities to ensure compliance with grant program requirements, local and federal regulations governing federally funding grant programs. This includes the preparation of grant acceptance documents to formulating processes or procedures for implementation, and maintenance of files and databases necessary for preparing reports.Must have a Bachelor’s degree or higher education in Planning, Public Policy/Administration, Business, Project Management, or similar area of study. 5+ years of specific experience in grants management or grant administration for federally funded programs.
Training and Technical Assistance Providers
The Training and Technical Assistance Provider will work onsite with ICF staff, subject matter experts, and other staff to assist the client and relevant agencies to provide training and technical assistance to ensure successful deployment of federal housing and community development funding included but not limited to ESG-CV and CDBG-CV.
Must have a Bachelor's Degree or higher in Planning, Public Policy, Government, or related discipline. Demonstrated knowledge of how community and economic development programs are implemented at the state and/or local levels. 5+ years of direct experience working directly with HUD-funded CDBG programs and/or cross-cutting federal regulations. Experience with State CDBG programs, Uniform Relocation Act, and/or Section 3 a plus.
