Job Description:

As a global leader in supporting national malaria control programs (NMCP) in malaria surveillance, monitoring, and evaluation, ICF has ongoing needs for both long-term and short-term malaria experts for malaria projects. Experts will advise and strengthen the capacity of NMCPs (at the national and subnational levels) and partners in multiple countries and engage frequently with key stakeholders.

Technical Expertise:

ICF is looking for experts who are knowledgeable about WHO Global Malaria Programme (GMP) approaches to malaria surveillance, monitoring, and evaluation in a variety of malaria settings (including high, moderate, low and elimination). Working closely with local stakeholders, specific expertise may include:

  • Establishing and maintaining malaria surveillance, monitoring and evaluation systems at the national and sub-national levels
  • Working with health information systems to incorporate malaria-related data collection and indicator value generation
  • Working with community health workers to collect malaria-related data
  • Providing support to NMCP for data analysis and use to inform program implementation
  • Generating regular national and sub-national bulletins that describe the malaria situation
  • Establishing procedures to use routine malaria information to make decisions at the community, health facility, sub-national, and national levels
  • Training, mentoring, or NMCP officials in technical, leadership, or other fields.
  • Designing and implementing studies to assess malaria services

Experts should also have experience in one or more of the following areas:

  • Providing technical assistance with an emphasis on capacity strengthening
  • Data analysis using a variety of sources, including routine health information systems and GIS
  • Facilitating the use of evidence for program implementation and policy formulation
  • Strategic planning
  • M&E planning
  • Adult training methodologies, curriculum development, training facilitation
  • Professional coaching
  • Technical writing

Qualifications:

  • Master’s degree (or higher) in public health, statistics, biostatistics or epidemiology, infectious diseases
  • At least ten years’ experience focused on malaria surveillance, monitoring, and evaluation (up to five years of surveillance, monitoring, and evaluation of other infectious diseases may be substituted)
  • Familiar with WHO/GMP Global Technical Strategy for Malaria
  • Experience working with donor-funded projects
  • Fluent in English OR Fluent in French or Portuguese with the ability to work in English

  • Ability to advise and work with a highly skilled, interdisciplinary, intercultural team
  • Excellent writing and presentation ability
