Grants Manager - Child Welfare

ICF is looking for a Grants Manager for the Children's Bureau (CB) Division of Program Innovation to provide thought leadership and support to the Division Director, for the development and dissemination of child welfare knowledge through the CB’s discretionary grants (CBDG) program.  The Grants Manager will lead Gateway team to effectively disseminate the work and findings of CB discretionary grantees as the Discretionary Grants Manager for Child Welfare Information Gateway.  They establish mutually beneficial connections with grantees, Federal Project Officers, partners, and across Information Gateway teams to facilitate sharing of CBDG information and resources.

This position will sit in in Washington, DC (work remotely during COVID-19)

Children’s Bureau - Major Duties/Responsibilities:

  • Partner and assist Federal staff to develop, review, revise, publish, and publicize CB’s annual discretionary grant funding opportunity announcements (FOA), review proposals, lead grant review teams (requires background clearance)
  • Serve as a representative of CB on federal planning teams and initiatives, providing support to grantees and other contractors, and participate in planning for annual grantee meetings as appropriate
  • Partner with Federal staff and contractors at CB central and regional offices, Administration of Children and Families (ACF) and Health and Human Services to determine appropriate dissemination strategies for grantee materials and products
  • Develop resources and provide dissemination and technical assistance support to discretionary grantees

Information Gateway - Major Duties/Responsibilities:

  • Train and support Information Gateway staff assigned to CBDG related responsibilities, collaborate with CB to develop CBDG product plans, develop and review CBDG publications, and support outreach to highlight new publications
  • Manage CBDG related tasks, lead innovations and improvements to processes, support improvement to the CBDG library and CBDG web pages on Information Gateway
  • Serve on Gateway Team Leads, Content Leadership Group, and Knowledge Transfer and Development team
  • Work collaboratively with KiM team to manage and support the grantee learning community
  • Co-manage Information Gateway staff reporting to CB divisions

Lead the development of collection, development, and dissemination of a quarterly grantee newsletter through collaboration across Information Gateway teams Challenges of the Position:

  • Maintain confidentiality, adhere to firewalls, and avoid appearance of or actual conflict of interest
  • Work with CB Division Directors and Federal staff across multiple CB and ACF divisions and program areas Interface effectively with Information Gateway staff and CB clients and contractors at all levels
  • Maintain trusted advisor relationship with Federal staff and support efforts to leverage additional ICF resources that could be of value to CB's goals

Basic Qualifications:

  • Master's Degree in Social Work, Human Services, Public Policy, or a related field
  • 8 plus years of experience developing, administering, implementing and/or evaluating programs in the areas of prevention, family support, child maltreatment, child welfare, foster care, adoption, or related field.

Preferred Qualifications:

  • Ph.D. degree in Social Work, Human Services, Public Policy, or a related field
