Vice President, Contracts

We are seeking Vice President, Contracts to help drive our commercial contracts support transformation. As a Senior Leader of the Contracts & Administration Group, you will be managing a team of contracts professionals for our company's diversified commercial portfolio. This role is based from our corporate office in Fairfax, VA.
As the Vice President, Contracts you will:
- Lead the Contracts support for two diverse commercial operating groups ensuring ICF's interests are served, risks are mitigated, and all corporate objectives are met
- Oversee compliance in the proposals for multiple operating groups within the Company
- Build and retain an engaged and qualified team that are seen as valued business partners
- Provide oversight in the negotiation and administration of ICF's customer contracts
- Ensure proposals and contracts are issued and administered in accordance with Company policies and procedures as well as Federal/State or other applicable regulations
- Develop and recommend policies and procedures to be used to manage and monitor programs, contracts and proposals to ensure a consistent approach
- Serve as a strategic advisor and strong partner to other leaders and internal clients on contractual, corporate, and compliance issues
- Negotiate and administer strategic agreements including contracts, MSAs, Partnership Agreements, MOU's, NDA's, Teaming Agreements, reseller agreements, licensing agreements, etc.
What you will need:
- Bachelor's degree
- 12+ years of experience in a contracts management operation supporting commercial, government and state and local contracts
- 7+ years of management experience to include responsibility for internal budgets
- Working knowledge of pricing issues, policies, and evolving pricing structures (e.g., pay for performance)
- Significant experience with managing a decentralized workforce
What we would like:
- Expert knowledge and experience in the areas of complex contract drafting, interpretation, negotiation, and compliance with laws and regulations (e.g., UCC, Copyright laws, Data Privacy, etc.), proposal preparation and contract negotiation skills
- Experience with complex contractual arrangements involving pay-for-performance, unit pricing, and other non-conventional structures
- Experienced in leading and building a team with strong contract knowledge and internal customer support, and effective partnership orientation with frontline managers in the organization(s)
- Experience with Government and State/Local contracts
- Ability to communicate clearly and effectively with employees, customers, suppliers and senior management. This will include contracts training for project managers, account executives and senior leaders.
- Ability to effectively work with outside counsel and/or other consultants or firms to accomplish objectives
- Proficient at negotiation, time management, decision making, human relations, and organization skills
- The ability to handle difficult situations, which require diplomacy and tact, with professionalism and efficiency
- Proficient in standard MS Office suite and contracts administration tools
