Senior Program Analyst

Our Public Sector Group is growing, and we are currently seeking individuals with experience in program and project management to augment our programmatic support to the DHS Science & Technology Directorate (S&T). Technology and threats evolve rapidly in today’s ever-changing environment.  In response, S&T’s mission is to provide innovative scientific and technological solutions to address the nation's homeland security challenges. This position is located in Washington, DC. MUST HAVE AN Active security clearance.

Key Responsibilities:

  • Assist Federal program managers in executing DHS research and development programs and projects within the research, development, test and evaluation (RDT&E) process.
  • Apply knowledge of the RDT&E process to support program objectives, to include technology scouting; basic and applied research; technology development; testing and evaluation of technologies and prototypes; systems & operational analysis and engineering; operational testing and integration; information management; technology transfer and commercialization; and risk management and mitigation.
  • Provide input to project scope, schedule, and budget based on an understanding of the program lifecycle; assist in defining requirements.
  • Maintain and update project baselines; monitor deliverables; assess documents, plans and applications; conduct quality reviews of projects and tasks.
  • Prepare technical presentations and other materials to support project functions. Leads activities to identify project risks and assist in developing mitigation strategies.
  • Draft correspondence, reports, white papers, spreadsheets, communications products, briefs, and other documentation to support project objectives. Maintain and track action items.
  • Assist in developing and tracking procurement requests to support various acquisition approaches for the program/project.
  • Draft the documents supporting a procurement and provide technical project and procurement guidance to junior contractor staff.
  • Make recommendations and develop draft messaging for timely and appropriate internal and external communications related to the program/project.
  • Attend program and technical meetings and prepare meeting summaries.
  • Plan, organize, attend, and facilitate program reviews, site visits, and technical workshops as needed. Coordinate scheduling with participants, provide logistical requirements to attendees, assist Federal PM in developing materials, and capture meeting minutes.

Required Qualifications:

  • BA/BS and 10 years of professional experience.
  • Active security clearance and ability to obtain DHS suitability.

Preferred Skills/Experience

  • Ability to work independently, to demonstrate initiative, and function productively in a fast-paced environment.
  • Ability to interface effectively and professionally with government leadership.
  • Excellent verbal and written communication skills and attention to detail.
  • Proficiency in MS Office Applications (Word, Excel, PowerPoint, Project, Access) and the SharePoint platform.
  • Experience working in government-funded R&D and/or with the research, development, test and evaluation (RDT&E) process in general is a plus.
