Introduction

The Infectious Disease Detection and Surveillance (IDDS) program is a five-year United States Agency for International Development-funded project with the following overall objectives: (1) improve the detection of diseases of public health importance and identification of antimicrobial resistance (AMR) in priority infectious diseases through an accessible, accurate, adaptable, timely, and integrated diagnostic network system; (2) improve the quality of real-time surveillance systems for pathogens of greatest public health concern, including AMR and zoonotic diseases; and (3) generate evidence-based guidance and innovative solutions to strengthen in-country diagnostic networks and surveillance systems.

ICF is seeking a Country Coordinator to support planning, coordination, communication, and achievement of IDDS project objectives.  S/he performs research, organizes meetings and calls, supports and monitors implementation, and assists with reporting for operational and technical activities in 4-5 IDDS countries.

This position is based in ICF’s Metro-accessible Rockville office; other members of the project team are based in Rockville and around the world.

Key Responsibilities:

Coordination

  • Take responsibility for communication logistics, including country team phone calls and calls with USAID Missions and other country stakeholders, by helping develop agendas, facilitating calls, and taking and disseminating notes.
  • Coordinate preparation for scoping, onboarding, technical assistance, and other country visits. Proactively identify challenges, and possible solutions, and work with team members to ensure smooth logistics for all trips.
  • Support the submission of complete and timely travel authorization requests and trip reports by ensuring travelers follow most up to date templates, guidance, and process; helping develop and finalize scopes of work and bios for travelers;  tracking through finalization; and liaising with country and regional staff as necessary.  Keep IDDS travel coordinator updated on travel plans.
  • Coordinate review and finalization of deliverables (reports, technical documents), ensuring deliverables are submitted on time.
  • Manage country SharePoint folders, ensuring all relevant documents from scoping visit to close out phases are posted in a timely manner, well-organized, and easily accessible.
  • Plan and coordinate the development of and revision to work plan for assigned countries, working with scoping team, technical backstop, senior leadership,  country coordination team lead, and others to ensure completeness, alignment with IDDS work plan template and guidance, and adherence to submission deadline.
  • Contribute to new resources, processes, templates, guidance, and protocols based on lessons learned and best practices.

Technical support

  • Provide research support for scoping visits, work plan development, and technical products.
  • Support data calls and the analysis resulting from them.
  • Draft, review, and/or finalize technical documents.

Communication/deliverables

  • Present or share updates internally and externally on country-specific work upon request.
  • Develop briefs or other summary materials as needed to promote key messages from country implementation
  • Identify opportunities for technical work and successes to be shared across the project, within ICF, and externally through coordination with the Knowledge Management/ Communications Officer
  • Support development and implementation of country communication plans.

Onboarding

  • Working with country programs lead and technical backstop, develop onboarding schedule for new country team leads and other key staff based on model onboarding plans, onboarding tool kit, and lessons learned/best practices from previous onboardings.
  • Develop customized country zip folders containing all documents useful for country staff onboarding.
  • Facilitate and/or participate in relevant onboarding sessions between new country staff and HQ staff.

Project implementation, monitoring, and reporting

  • Apply project management methods and tools for developing, scheduling, and coordinating project activities.
  • Support the country team in responding to ad hoc requests from the project, USAID Mission, or USAID/Washington.
  • Track country activity monitoring through the Jira platform.  Review and provide feedback on implementation progress.  Together with the technical backstop and other key staff, trouble shoot implementation issues with the country team.
  • Review country-level Quality Assurance Surveillance Plans and help country teams meet the expectations for Monitoring, Evaluation, and Learning (MEL) by coordinating with the MEL team.
  • Support development of country milestones.
  • Support all country results reporting (i.e. quarterly, annual reports…). Coordinate inputs from technical team members for reports.

Finance and Procurement

  • Working with the financial analyst, assist the country team to review monthly financial package and do monthly activity forecasting
  • Trouble shoot budget issues with the country team, as requested.
  • Monitor and compare actual spending with forecasted spending, as requested.
  • Prepare and update country procurement plans.

Country operations (human resources, office management)

  • Ensure regular communication with USAID Mission on recruitment during start-up phase.
  • Update regularly the status of country staff and consultants on the recruitment tracker.
  • Work with financial analyst to prepare and implement country close out when activities have ended.

Required Qualifications:

  • Master’s in Public Health or equivalent degree in international development
  • 3+ years of experience working on USAID health-related projects
  • Minimum of 1 year of experience living in low- and middle-income countries
  • Strong English writing ability
  • Flexibility and ability to respond quickly and effectively to changing priorities
  • Ability to manage and advance multiple pieces of work simultaneously
  • Ability to work effectively within a geographically and culturally diverse team
  • Strong problem-solving skills
  • Ability to use Microsoft Office applications (Word, Excel, Outlook, PowerPoint, Teams)

Preferred Skills/Experience:

  • Work planning
  • Project monitoring, evaluation, tracking, and reporting
  • Global health security, infectious disease, and diagnostics/surveillance experience
  • Strong French, Swahili, and/or Asian language (speaking, reading, and writing)
  • Familiarity with SharePoint and Jira
