Construction Management Deputy Lead – Disaster Recovery

ICF is seeking a Construction Management Deputy Lead to help the State of Texas manage federal grants to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in its communities.

The right candidate will have experience in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as an understanding of other federal disaster recovery programs and applicable cross-cutting regulations. You will work onsite with senior staff, subject matter experts, and junior staff to develop and deliver training and technical assistance, and managing day-to-day operations of all construction related activities in support of Texas’ mitigation and recovery efforts.

This position requires the ability to think on one’s feet and adjust to an ever-changing environment. Some travel may be required to provide training or technical assistance to CDBG-DR/CDBG-MIT subrecipients. The amount of travel and locations will vary based upon client/technical assistance recipient needs but may average approximately 30% of total time.

Key Responsibilities:

  • Work as part of a team providing expert services to support disaster recovery and mitigation efforts with a focus on construction, inspections, cost estimating and environmental requirements (lead-based paint, asbestos, mold, section 106).
  • Monitor progress of construction efforts and certify conformity to scope, quality and schedule, quality assurance of draw reviews, and contractor scoring.
  • Assist with development or refining program procedures and processes for implementation.
  • Manage the day-to-day operation of all construction related activities including managing subcontractors, engineers, cost estimators, inspectors and construction managers, logistics, and QA/QC team.
  • Develop and implement training for staff, subrecipients and hold builder seminars at various locations.
  • Manage staff’s review of  environmental requirements and ensure these items are properly incorporated into scopes of work to ensure environmental compliance.
  • Ability to interpret and apply HUD requirements, local building codes, green building standards, and program policy as it relates to disaster recovery and mitigation construction activities.

Basic Qualifications: 

  • Bachelor’s degree from an accredited university or college with major course work in construction management, engineering, or a related field.
  • 3+ years experience in CDBG-DR construction management.
  • Proven experience managing CDBG-DR construction programs and coordinating tasks across multiple locations.
  • Knowledge of Xactimate 27 or later as it relates to CDBG-DR construction, damage assessments and cost estimates.
  • Ability to assist in the development of a comprehensive construction management monitoring plan.
  • Knowledge of Texas’ Building and Residential Codes and Standards.
  • Knowledge of IRC and IBC codes, and residential construction and building practices.
  • Proficiency in reading residential and commercial building plans.
  • Advanced knowledge in MS Excel including use of advanced formulas, charts, and formatting to create polished and “client-ready” deliverables.
  • Oral communication and interpersonal skills with the ability to explain building codes, procedures, and resolve issues between multiple parties.
  • Ability to work on several projects or tasks simultaneously.
  • Ability to work independently or as a team.
