Deputy Program Manager - GIS and Planning

ICF is seeking a Disaster Recovery GIS and Planning Deputy Program Manager to help the State of Texas carry out strategic and high-impact federal grants that mitigate short- and long-term disaster risks and reduce future losses in its communities. 

The position requires in-depth experience with the collection, storage and maintenance of data from a variety of sources that can be used for government officials, developers, citizens and others to make informed policy and land use decisions. The position also requires an understanding of different federal funding sources, such as those from FEMA Hazard Mitigation, the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs, as well as other federal disaster recovery programs. The position also requires an understanding of Texas state and local building codes, existing floodplain maintenance and other mitigation efforts, and other zoning or planning efforts in place and underway. The Deputy Program Manager will work onsite with the senior ICF staff, subject matter experts, and junior staff to inform, develop and implement policies and procedures for mitigation projects and programs, including local and statewide planning efforts. 

Responsibilities may also include serving as an expert on GIS issues, suggesting and leading development of maps to meet client needs, managing staff and working directly with the client to provide advisory/consulting services. The Deputy Program Manager position will work together with the Program Manager to ensure the smooth performance of the project. As such, this position helps the Program Manager maintain a complete understanding of all applicable program policies, requirements, and procedures; reviews all cases within the established guidelines; and maintains up-to-date knowledge of the regulatory and statutory compliance requirements for CDBG-MIT and CDBG-DR funding.  

Key Responsibilities: 

  • Assist the Program Manager in providing overall leadership to teams assisting and implementing mitigation and post-disaster recovery efforts 

  • Schedule and assign staff 

  • Contribute professional level, independent analysis, planning, research, decision support and development of different programmatic and policy solutions for identifying and addressing hazards across the state 

  • Assist in providing site analysis, zoning/code research, master planning/site planning, hardscape and landscape construction documents, illustrative graphic exhibits and presentations 

  • Inform engagement strategy for establishing and/or establishing effective working relationships with officials, jurisdictions, employees, the general public 

  • Allocate resources and assess/manage risk 

  • Review, contribute to and ensure policies and standard operating procedures (SOPs) are in place to govern work assignments, and monitor and support staff in their implementation of the program policies and SOPs 

  • Review, contribute to and ensure all deliverables presented to the client are accurate, transparent and ready to be presented to the target audience(s) 

  • Collaborate with multi-disciplinary teams on a wide-range of projects 

  • Coordinate various components that contribute to the project to ensure on-time delivery 

  • Ensure that deadlines are met 

  • Keep all parties informed of progress and any outstanding issues 

Basic Qualifications: 

  • Master’s or Bachelor’s degree in a technical field (e.g., Geographic Information Systems, Computer Science, transportation, Engineering, Urban Planning or related discipline)  

  • 10+ years of increasingly responsible experience in quantitative and qualitative planning analysis and efforts for the public sector or private developers 

  • Experience designing and implementing data visualization and spatial analysis in a desktop GIS and data analyst role using ArcGIS or QGIS  

  • Proficiency in AutoCAD/Civil 3D, Land FX, Adobe Creative Suites (PhotoShop, InDesign, Illustrator, Sketchup), GIS/ArcView, Microsoft Office (Word, Excel, Power Point) required. 

  • Knowledge of grading, drainage, plant material and planting design 

  • Experience with publicly-funded programs and/or projects 

  • Excellent communication and customer service skills and exhibit a high level of professionalism in all communications 

  • Ability to work on various projects simultaneously under strict timelines 

  • Fluency in reading, writing, and speaking English 

  • Language Proficiency: bilingual preferred (Spanish and English) 

  • Ability to be flexible to handle multiple priorities and to work limited overtime as necessary 

  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel) 

Preferred Skills/Experience: 

  • Knowledge of open source enterprise GIS Systems such as GeoServer 

  • Understanding of the software development cycle paired with an ability to define/document business processes and software requirements for technology initiatives 

  • Previous experience monitoring and administering federally funded programs 

  • Strong verbal, interpersonal and written communication skills 

  • Team player with the ability to work in a fast-paced environment 

  • Superior interpersonal skills including courtesy, professionalism, empathy, and a cooperative attitude 

  • Strong analytical, problem-solving and decision-making capabilities
