Training and Technical Assistance Professional – CDBG DR

ICF is seeking a Training and Technical Assistance Professional to help the State of Texas manage federal grants to carry out strategic and high-impact activities to mitigate disaster risks and reduce future losses in its communities.

The right candidate should have experience in the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) and Community Development Block Grant – Disaster Recovery (CDBG-DR) programs as well as an understanding of other federal disaster recovery programs and applicable cross-cutting regulations.

You will work onsite and remotely with senior staff, subject matter experts, and junior staff to develop and deliver training and technical assistance in support of Texas’ mitigation and recovery efforts. Responsibilities may include: developing written materials and management/job aid tools, providing training (in person and via webinars) and technical assistance, and working directly with the client to problem solve as issues arise. 

This position requires the ability to think on one’s feet and adjust to an ever-changing environment. Some travel may be required to provide training or technical assistance to CDBG-DR/CDBG-MIT subrecipients. The amount of travel and locations will vary based upon client/technical assistance recipient needs but will average approximately 30% of total time. 

Key Responsibilities: 

  • Work as part of a team providing expert services to support housing, community, and economic development programs that are part of overall disaster recovery and mitigation efforts. 
  • Develop trainings on applicable federal regulations and requirements (e.g. environmental review, labor standards, acquisition/relocation, fair housing, duplication of benefits, and others).
  • Develop written products and tools for grantee policies and procedures, program implementation, and design. 
  • Help identify grantee or subrecipient needs and develop customized technical assistance offerings to build capacity to administer CDBG-DR/CDBG-MIT funded projects and programs.
  • Help refine and improve program procedures and processes for implementation. 
  • Work with staff to set up and effectively utilize systems and be able to interpret and apply the regulations within the context of these systems. 

Basic Qualifications: 

  • Bachelor’s degree in Planning, Public Policy, Government, or a related discipline. 
  • 2+ years of experience of hands-on knowledge of CDBG/CDBG-DR programs, regulations, and implementation. 
  • Experience developing and delivering training and technical assistance related to infrastructure, buyout/acquisition, housing recovery programs, and cross-cutting federal regulations that apply to CDBG-DR/CDBG-MIT funded projects and programs.
  • Experience developing disaster recovery, housing and community/economic development subject-related materials, such as policies and procedures, process maps, and job aids.

Preferred Skills/Experience: 

  • Master's degree in Planning, Public Policy, Government, or a related discipline. 

Professional Skills: 

  • Excellent verbal, interpersonal, and written communication skills. 
  • Highly organized and able to meet all client deadlines.
  • Demonstrated attention to detail and ability to produce high-quality client deliverables.
  • Proficiency in MS Office Applications (Word, PowerPoint, Outlook, Excel, SharePoint).
