Monitoring and Evaluation Advisor in DRC

Kinshasa, DRC

ICF International is seeking an M&E Advisor for upcoming USAID-funded monitoring project based in Kinshasa, DRC. The project will provide monitoring and remote monitoring activities in the Democratic Republic of the Congo (DRC), Central African Republic (CAR), And Republic of Congo (ROC) in support of Food for Peace (FFP) implementation programs. The position is based in Kinshasa and expected to travel regularly to CAR and ROC.

Responsibilities:

  • Provide technical guidance to all M&E team members, and conduct quality control and review for all M&E-related products. Develop regular TPM and situational analysis reports for IPs and FFP,
  • Responsible for questionnaires, training materials for enumerators, and organization of and participation in knowledge sharing & learning events.
  • Advise the Contractor on financial aspects for Surge Options if exercised.
  • Oversight for all M&E related Tasks in CAR, DRC, and ROC, and is based at the CART head office in Kinshasa.

Qualifications:

  • Demonstrated knowledge of policies and best practices related to M&E and data quality assurance.
  • At least ten years of M&E experience, including conducting and managing quantitative and qualitative data collection and analysis related to food security.
  • Seven years of progressively responsible experience in field-based M&E projects.
  • At least five years of experience managing diverse teams working on M&E, preferably including TPM.
  • Familiarity with issues related to the implementation of humanitarian assistance activities for refugees and IDPs, food aid, and food security in Sub Saharan Africa.
  • Familiarity and experience with donor-supported humanitarian assistance operations in CAR, DRC, and ROC is highly desirable.
  • Supervisory experience, including technical and administrative management of subcontractors.

Professional Skills:

  • A proven record of excellent management, decision-making, and interpersonal skills, including being an articulate speaker and sympathetic listener.
  • Demonstrated excellent writing and presentation ability, as well as experience successfully leading an intercultural team in a development context.
  • Excellent analytical skills
  • Fluency in French and English
