Project Manager - Information Services and Clinical Data

Job Description:

This individual will directly interact with and support two of our most valuable NIH clients by providing support to projects involving development and management of information resources. Knowledge of materials and resource development, digital information dissemination, content development, database development and management, outreach, marketing and promotion, and information services management activities are critical to the success of this position. Responsibilities will include support in planning, organizing, coordinating, and monitoring parallel projects and teams. Individual shall be experienced in facilitating and collaborating with federal clients, subject matter experts, and technical experts to advise, and offer possible technical and project solutions. The individual will also have experience in budget development and management and staff development, will work with ICF program staff, subcontractors, and federal client staff to develop general project and activity plans, monitoring and reviewing project progress, adjusting schedules and plans as necessary, identifying and resolving issues, and obtaining user acceptance of completed products/services.  The individual will also be responsible for ensuring the technical proficiency and productivity of project technical staff and the quality of project deliverables.  This individual will provide status reports, including financial tracking, and deliverables as directed with allowance for special out of cycle reporting as needed to effectively communicate critical risks/problems or special achievement.

Critical to this role is the ability to:

Support the day-to-day management of multiple important projects with a high degree of client interaction. Provide advice and recommendations for possible solutions to health information organization, dissemination, and management projects.

Key Responsibilities:

  • Facilitate projects from original concept through final deliverable.
  • Interface with all areas affected by the project including end users, technical services and client services.
  • Document project scope and objectives.
  • Develop detailed work plans, schedules, project estimates, resource plans and status reports.
  • Manage a matrixed staffing mix that requires coordination with other project managers to ensure availability and appropriate schedules to ensure an effective balance of productivity across tasks.
  • Conduct project meetings and responsible for project tracking and analysis.
  • Ensure adherence to quality standards and review project deliverables.
  • Manage the integration of vendor tasks; track and review vendor deliverables and invoices.
  • Provide technical and analytical guidance to project team and then recommend and take action to direct the analysis and solutions of problems. 

Basic Qualifications:

  • 5 years of experience in public health information management (such as web-based information, audience-based information strategies) and analysis
  • Bachelor's degree in public health related or management field
  • 3 years of project management experience in health and/or information dissemination discipline
  • 3 years of experience for a health related Federal client
  • 3 years management experience using matrix staffing/resources
  • 3 years of utilizing project management tools and industry best practices

Preferred Skills/Experience:

  • Master’s degree in public health or related field
  • PMP Certified
  • Interest in or experience with HIV/AIDS initiatives

  • Knowledge of and interest in complementary and integrated health
  • Proven track record in supporting multiple programs and clients concurrently
  • Experience in managing diverse teams for clients that include internal staff, subcontractors, and subject matter experts
